Purpose: SOSE is a novel software paradigm suitable for development of flexible, loose-coupled and end-to-end E-government system. However, the use of this innovation for E-government system is dwindled by security challenge. Apparently, the TLS (transport layer security) solution traditionally applied to protect SOSE-based E-government systems is inadequate since it can only secure point-to-point channels of communicating. Whereas, an end-to-end security protection is necessary to adequately protect SOSE-based applications. Design/Methodology/Approach: Consequently, this paper proposed use of Digital Signature by RSA (Rivest-Shamir-Adleman) public key cryptographic algorithm at the message level to achieve data integrity in SOSE-based E-government system. Findings/Result: The SOAP message content shows adequate formulation of digital signature with appropriate indicators of RSA public key to ensure data integrity. The SOAP message shows that SignedInfo, Signature Value and KeyInfo were formulated correctly. The SignedInfo contains Canonicalization Method, Signature Method and Reference subelements. Also, SignatureValue element has encrypted digest and the KeyInfo element has security token reference. Originality/Value: This security solution integrates many technologies including OASIS’s web service security standard and W3C’s (World Wide Web Consortium) XML digital signature into SOAP envelope to ensure data integrity for E-government system at the message level. The problematic over the interoperation between institutions in underdeveloped countries always presents good opportunities for science to contribute to substantial improvements in the real-world issues. The basic support systems such as the health institutions are among the ones that can most benefit from scientific advances. This paper reports an analysis done over the interoperability between health institutions, specifically regarding the interaction between medical centres and clinical laboratories where the main interoperability instrument is the patient record. This research was validated with a real practical use case that is presented in this paper. In order to make the information stored in different software applications of the national health system (SIS), more specifically in the Dr. Ayres de Menezes hospital, in the country of São Tomé and Príncipe, interoperable with the information systems of the clinical laboratories that support the hospital, two different applications were developed (Patient Management System and Clinical Analysis Laboratory Management System) to implement the interoperability between them. The Patient Management application requests medical exams from your Medical Appointment dashboard. The second application receives the exam request and after exams are processed and validated, the second system sends the result to the requesting application.To make the interoperability service effective, the SOAP protocol was used, which allowed the exchange of information synchronously between these two applications, allowing for faster transactions of patients' pathological data, and greater confidentiality of this same information.

The rapid development of information communication and technology (ICT) in the field of governance or public service has shifted from the age of information to the age of data. The public sector is becoming increasingly aware of the potential value of data, where governments generate and collect large quantities of data (volume), rapid growth data (velocity) and various type of data (variety) through their services. Meanwhile, the government agencies keep constructing the various database, information system or application with different data sources and platform. Therefore, the interoperability has become the important requirements in electronic Government (e-Government) infrastructure that progresses towards higher levels of integration among government levels and branches. In this paper, we proposed a framework design for the development of Integrated Data System for e-Government that we call Smart e-Government, which integrates traditional information systems that is combined with an intelligent system based on big data technology. With this system, the government agencies could provide services environment with greater ease and deliver public value through open government data initiatives in a Smart e-Government context. Moreover, this would also be very useful for the government executives to monitor public services which are increasingly prestige, institutional transparency, as well as accountability. Such integration is to improve the quality of public services through information technology.
