Smart cities that make broad use of digital technologies have been touted as possible solutions for the population pressures faced by many cities in developing countries and may help meet the rising demand for services and infrastructure. Nevertheless, the high financial cost involved in infrastructure maintenance, the substantial size of the informal economies, and various governance challenges are curtailing government idealism regarding smart cities. This review examines the state of smart city development in developing countries, which includes understanding the conceptualisations, motivations, and unique drivers behind (and barriers to) smarty city development. A total of 56 studies were identified from a systematic literature review from an initial pool of 3928 social sciences literature identified from two academic databases. Data were analysed using thematic synthesis and thematic analysis. The review found that technologyenabled smart cities in developing countries can only be realised when concurrent socioeconomic, human, legal, and regulatory reforms are instituted. Governments need to step up their efforts to fulfil the basic infrastructure needs of citizens, raise more revenue, construct clear regulatory frameworks to mitigate the technological risks involved, develop human capital, ensure digital inclusivity, and promote environmental sustainability. A supportive ecosystem that encourages citizen participation, nurtures start-ups, and promotes public-private partnerships needs to be created to realise their smart city vision.

Resumo: Este trabalho teve o objetivo de identificar de que forma a população das cidades de Barbalha, Maranguape e Mauriti, pertencentes ao Nordeste brasileiro, percebem o caminho que podem seguir para se tornar mais inteligentes. Utilizou-se o modelo de Giffinger, Haindlmaier e Kramar (2010) para analisar as dimensões economia, pessoas, governança, mobilidade, meio ambiente e qualidade de vida. Realizou-se uma survey e aplicaram-se 575 questionários aos moradores das cidades. Os dados foram tratados por meio de estatística descritiva e análise fatorial exploratória. Dessa análise foram obtidos cincos fatores: dimensões relacionadas ao grupo social; dimensões relacionadas à vizinhança; dimensões relacionadas à cidade; dimensão sobre o meio ambiente; dimensões sobre mobilidade e tecnologia da informação e comunicação (TICs). Para implementar cidades inteligentes, observou-se ser necessá-rio conhecer o contexto social, cultural e econômico do local, sendo essencial a avaliação desses fatores, pois o seu conhecimento é de extrema relevância para captar a possibilidade de se implementar uma cidade inteligente.Palavras-chave: Cidades inteligentes; participação popular; Nordeste; análise fatorial; dimensões da cidade. Funding information Pécsi TudományegyetemSmart city policy has been employed through the last two decades to accommodate the urban modifications, which utilize information technology, innovation, and smart management for urban governance. The study aims to discuss the case study for the Egyptian condition's smart city model and policy, using policy narrative analysis for the fourth-generation cities and the pioneer model. From a policy perspective, the Egyptian smart city model's contribution has received little attention from previous studies dealing with the smart city in the Egyptian context. Therefore, the present research explores presenting and discuss the Egyptian smart city model as an innovation development policy perspective. The analysis employs The new administrative capital as a case study.The policy documents and the online interview with Administrative Capital for Urban Development Company officials have been used. Our findings found that the NAC might be the successful path for the smart city model inside the Egyptian context, considering some implementation policy recommendations. The NAC's innovative components deem a prompt to invigorate the regional and national levels' innovation process.The Egyptian case study's smart city model uses a holistic strategy with a quadruple helix to develop the urban system to attract knowledge and innovation.
