Smart city and resilient city: Differences and connections

Abstract: Smart city (SC) and resilient city (RC) have been studied and practiced over the years in terms of the increasing urban problems and disasters. However, there is a large overlap between their meanings and relationships. With an increasing concern for both SC and RC in urban development and hazard mitigation, a review was conducted to explore the differences and connections between SC and RC with scientometric analysis. There are far more literatures about SC than RC, and very few papers discuss SC and RC toget… Show more

“…This network consists of 197 nodes and 418 links. The modularity is 0.8646, indicating that these co-citation clusters can define the research areas of HFR ( 37 ). The mean silhouette is 0.8857 (>0.5), so the clustering result is reasonable ( 26 ).…”

“…On the other hand, although the proposed indicators are useful in reflecting the vulnerability and resilience of traffic systems, they are far from a comprehensive evaluation. Enrichment of the indicators [ 32 , 33 , 34 , 35 , 36 ], proposing new quantitative methods, and performing pilot studies in other cities are highly expected.…”

“…These data explain why urban resilience assumed a pivotal relevance in academic literature and call for a change of course in urban policymaking through a better link between resilience and urban smartness (Zhu et al, 2020). The frequency and intensity of such events in the last decades (e.g., tsunami, earthquakes, floods, droughts) have imposed a significant shift in how cities frame disasters into their policy agenda, strengthening urban resilience to these massive challenges.…”
