The advancement in technologies in the education sector has improved living standards and acts as a sustaining factor for future development. Recently, the integration of technologies into the campus to transform it into a Smart Campus has experienced exponential growth in interest from researchers. Though various definitions of the concept of ‘Smart Campus’ have been proposed, the integration of the end users’ perception is always lacking in the concept. This study, therefore, intends to build on the theory to classify the most significant criteria that underpin the ‘Smart Campus’ by considering the institute’s stakeholders’ perceptions. A multi-step methodological approach is adopted to develop a decision support tool that allows the decision makers to invest in the optimum solution to transform a traditional campus into a smart campus. The study initially looks into the criteria and sub-criteria from the literature that defines a ‘Smart Campus’. Secondly, a survey was conducted by targeting a sample of students, faculty, administrative staff, and IT support personnel from a leading institute in the UAE region as a single case study. Thirdly, an AHP analysis was performed among different stakeholders. The findings suggested that there exists a consensus among the perception of a diverse group of participants who perceive smart security and safety, campus navigation, and adaptive learning as the most important criteria and applications to transform the traditional campus into a smart campus. Finally, the decision support tool development on the Utility function model allows the decision makers, i.e., Network Managers, IT Managers, Systems and Cloud Managers, and Senior Managers from the Finance departments, to make informed and strategic decisions in terms of the optimum solution for the transformation from a traditional campus to a smart campus.

The Making of Smart Campus: A Review and Conceptual Framework

Smart campus is an emerging concept enabled by digital transformation opportunities in higher education. Smart campuses are often perceived as miniature replicas of smart cities and serve as living labs for smart technology research, development, and adoption, along with their traditional teaching, learning and research functions. There is currently a limited understanding of how the smart campus is conceptualized and practiced. This paper addresses this gap by using a systematic literature review following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach. The study uses four major domains of the smart campus, i.e., society, economy, environment, and governance, to classify existing research. These domains are each aligned to the central smart campus concepts of digital technology and big data. The analysis found little evidence of a comprehensive real-world application of the smart campus towards addressing all four domains. This highlights the infancy of the current conceptualization and practice. The findings contribute to the development of a new conceptual foundation and research directions for the smart campus notion and informs its practice through a conceptual framework. The findings reported in this paper offer a firm basis for comprehensive smart campus conceptualization, and also provide directions for future research and development of smart campuses.

The purpose of this study was to design a master plan for the Directorate of Information Systems and Technology, Sumbawa University of Technology (UTS), an educational institution located in Sumbawa, West Nusa Tenggara Province with an area of 60 hectares, has 32 study programs and has 3,772 active students. Master plan create using the smart campus model adopted from the Garuda Smart City framework. The smart campus model consists of three main models, namely smart people, smart governance, and smart infrastructure, technology and environment. The development of intelligent people includes services to Education Personnel (Tendik), services to teaching staff, and services to students. Meanwhile, smart governance refers to a written document issued officially in the form of a circular letter by the Directorate of Systems and Information Technology. The third model, namely smart infrastructure, technology and environment which includes hardware and software. With the draft master plan for the Directorate of Information Systems and Technology, this is one way to realize good quality, efficient and integrated information technology services for the entire academic community of the Sumbawa University of Technology
