This article delves into the public management of sports policies in Brazil and Portugal, relying on a descriptive and comparative analysis of the organizational structures adopted by the two countries. The study takes the form of descriptive-analytical research employing a qualitative approach with an exploratory scope. The employed methodologies encompass bibliographic review and documentary analysis. The primary objective was to describe and conduct a comparative analysis of the public management of the national sports policies in Brazil and Portugal, using the organizational structures in the sector as a benchmark, up until 2022. The findings reveal that both countries share a history of tethering or subordinating sports to various realms of state activities. This aspect could be interpreted as indicative of institutional fragility, highlighting a diminished political legitimacy of the sector and a lesser integration into the governmental agenda. Distinguishing between them, a noteworthy discourse revolves around the establishment of a national sports system. This system delineates competencies, responsibilities, and modes of interaction. In this regard, the Portuguese context appears to make more significant strides compared to the Brazilian scenario. Objetivo do estudo: o presente ensaio busca refletir, sob a perspectiva de uma discussão teórica, acerca da possibilidade de comparação entre sistemas esportivos de diferentes países, com base no livro “Sport Policy Systems and Sport Federations: a cross-national perspective”.Metodologia/abordagem: Discussão com base na abordagem teórica de Scheerder, Willem e Claes (2017), que definem indicadores plausíveis para uma análise de cunho comparativo entre sistemas esportivos de diferentes países.Originalidade/Relevância: Embora o foco da abordagem teórica utilizada seja a comparação majoritariamente entre países europeus, entende-se que esta temática, junto aos indicadores de comparação expostos, possa auxiliar na reflexão do sistema brasileiro esportivo, haja vista as escassas discussões e debates teóricos a este respeito.Principais resultados: Os principais resultados da reflexão se referem à possibilidade de comparação entre Brasil e países do leste europeu, centrando na perspectiva de intervenção Estatal, como um indicador.Contribuições teóricas/metodológicas: O presente ensaio contribui no sentido de apresentar novos indicadores para comparação com outros sistemas esportivos, que permitam a discussão para o desenvolvimento do sistema brasileiro, de forma efetiva e com base teórica.
