Public private partnerships (PPPs) allow the Indian Government to leverage private capital for meeting the widening demand-supply gap in the provision of infrastructure services. The private sector, however, prefers to limit the participation to financially attractive projects only, thereby resulting in patterns of infrastructure creation impeding the progress towards sustainable development. In order to promote sustainable development, the PPP procurement process should focus on incentivising the private sector for sustainable infrastructure development rather than concentrating on ensuring financial sustainability only. This paper discusses the principles-based PPP-specific framework that has been developed to facilitate assessment of PPP projects' progress towards sustainable development. The framework development was based on a holistic approach to sustainability assessment and subsequently validated through questionnaire survey with key stakeholders in the Indian PPP programme. This framework will provide the decision makers with appropriate decision aid for integration of sustainable development principles in the PPP procurement process.

Abstract:Purpose: As one of the most important overhead capital of urban economics and social development, the sustainable development of urban infrastructure is becoming a key issue of prosperous society growing. The purpose of this paper is to establish a basic model to analysis certain infrastructure project's sustainable construction and operation.Design/methodology/approach: System dynamics is an effective stimulation method and tool to deal with such complex, dynamics, nonlinear systems, which could be used in analyzing and evaluating all aspects of infrastructure sustainability internally and externally. In this paper, the system is divided into four subsystems and 12 main impact indicators.Through setting the boundary and other basic hypothesis, this paper designs the basic causal loop diagrams and stock & flow diagrams to describe the relationship between variables and establish a quantifiable structure for the system. Findings:Adopting a sewerage treatment in China as a case to test our model, we could conclude that the model of internal sustainable subsystem is reasonable. However, this model is a basic model, and it need to be specific designed for the certain project due to the diversity of infrastructure types and the unique conditions of each projects.Originality/value: System Dynamics (SD) is widely used in the study of sustainable development and has plentiful research achievements from macro perspective but few studies in the microcosmic project systems. Abstract:In periods of rapid urbanization, investment in urban infrastructure should not only meet the increasing demands of all urban people, but also be equally allocated between cities to achieve social equity and sustainable development. This paper aimed to conduct quantitative research on the unbalance of urban infrastructure investment between cities in China. The measurement models for inequality, bi-polarization and the mobility of urban infrastructure investment were constructed by means of the Gini coefficient, bi-polarization index and mobility function from the urban system, and an empirical study was conducted based on panel data from 2006 to 2014. The results show that: (1) The overall inequality of urban infrastructure investment in China's urban system was relatively prominent and showed a "U-shaped" change generally. (2) The inequality between different administrative levels or regional cities only partially accounted for the overall inequality of China's urban system. (3) Inequality and bi-polarization showed inconsistent performance. (4) Mobility played a positive role in reducing the inequality and bi-polarization. Based on the empirical findings and the reality of China's urban infrastructure investment and financing, targeted policy suggestions were proposed in terms of adjusting inequality and bi-polarization, innovating investment and financing mechanisms, and optimizing urban infrastructure investment strategies.
