A terminal synergetic control (TSC) is designed in this work for a rotor side converter (RSC) of asynchronous generator (ASG)-based dual-rotor wind power (DRWP) systems. The design is based on a novel sliding manifold and aims at improving the ASG performance while minimizing active and reactive power undulations. The method performance and its effectiveness were studied under harmonic distortion (THD) of current, parameter variations and power undulations. Simulation results, carried out using Matlab software, confirmed the system’s robustness against parameter variations and its effectiveness in power undulations. The performance of the designed technique was further compared to that of integral-proportional (PI) controllers in terms of parameter variations, power undulations and THD value of current. While both controllers were able to reduce the effects of power undulations and protect the rotor circuit against over-currents, the proposed TSC was shown to be more effective than the classical PI controller in tracking power and minimizing the undulations effect.

On 11 March 2020, the World Health Organization (WHO) declared COVID-19 as a global pandemic. This pandemic is having serious negative effects on global trade, domestic economies, employment, and generally, on our way of life. Therefore, many countries have had to come up with economic stimulus packages to support businesses and individuals, especially those most severely impacted by the pandemic, including Zambia. Although relief packages have been put in place in Zambia, it remains unfounded whether the measures have been effective to the extent of facilitating positive business growth, especially in the Zambian construction sector. Hence, this research will be an investigative study on the effectiveness of the relief incentives In Zambia particularly in the construction sector. The main aim of the study was to investigate the effectiveness of the relief incentives in Zambia particularly in the construction sector. The study was anchored on the Theory of Determinants of Investment and the Neoclassical Theory. In achieving this objective, the methodology that was employed in the study involved the use of a survey using questionnaires with a sample size of 40 construction companies in Lusaka District as the respondents were interviewed using a simple random sampling method that guaranteed that the sample used was not biased. The analysis of the data involved Statistical Package for Social Sciences (SPSS) software. The study established that tax relief incentives in Zambia's construction sector have been effective and encouraging business growth. In addition, the tax relief incentives in Zambia have a positive impact on the construction sector. The study also establishes that among the multiple options to enhance the effective progressivity of their tax systems Zambia has used the Tax waiver as the most effective one. The study recommends that the Zambian government review the coherence of its tax relief incentive programs to eliminate inconsistencies between goals, criteria, and instruments, among other recommendations.

In this article, starting from a benchmark represented by a Direct Current-to-Direct Current (DC-DC) three-phase power electronic converter used as an interface and interconnection between the grid and a DC microgrid, we compare the performances of a series of control structures—starting with the classical proportional integrator (PI) type and continuing with more advanced ones, such as sliding mode control (SMC), integer-order synergetic, and fractional-order (FO) controllers—in terms of maintaining the constant DC voltage of the DC microgrid. We present the topology and the mathematical modeling using differential equations and transfer functions of the DC-DC three-phase power electronic converter that provides the interface between the grid and a DC microgrid. The main task of the presented control systems is to maintain the DC voltage supplied to the microgrid at an imposed constant value, regardless of the total value of the current absorbed by the consumers connected to the DC microgrid. We present the elements of fractional calculus that were used to synthesize a first set of FO PI, FO tilt-integral-derivative (TID), and FO lead-lag controllers with Matlab R2021b and the Fractional-order Modeling and Control (FOMCON) toolbox, and these controllers significantly improved the control system performance of the DC-DC three-phase power electronic converter compared to classical PI controllers. The next set of proposed and synthesized controllers were based on SMC, together with its more general and flexible synergetic control variant, and both integer-order and FO controllers were developed. The proposed control structures are cascade control structures combining the SMC properties of robustness and control over nonlinear systems for the outer voltage control loop with the use of properly tuned synergetic controllers to obtain faster response time for the inner current control loop. To achieve superior performance, this type of cascade control also used a properly trained reinforcement learning-twin delayed deep deterministic policy gradient (RL-TD3) agent, which provides correction signals overlapping with the command signals of the current and voltage controllers. We present the Matlab/Simulink R2021b implementations of the synthesized controllers and the RL-TD3 agent, along with the results of numerical simulations performed for the comparison of the performance of the control structures.
