Earthquake is one of the natural disasters which threaten many lives every year. It is impossible to prevent earthquakes from occurring; however, it is possible to predict the building damage, human and property losses in advance to mitigate the adverse effects of the catastrophe. Seismic vulnerability assessment is a complex uncertain spatial decision making problem due to intrinsic uncertainties such as lack of complete data, vagueness in experts’ comments and uncertainties in the numerical data/relations. It is important to identify and model the incorporated uncertainties of seismic vulnerability assessment in order to obtain realistic predictions. Fuzzy sets theory can model the vagueness in weights of the selected criteria and relationships of the criteria with building damage. Dempster’s combination rule is useful for fusion of information on the vulnerability of the buildings which leads to decreased uncertainty of the results. However, when there is a conflict among information sources, classical Dempster rule of combination is not efficient. This paper analyses the uncertainty sources in a geospatial information system (GIS)-based seismic vulnerability assessment of buildings and then focuses on assessing the efficiency of Dempster rule of combination in the fusion of the information sources for the seismic vulnerability assessment. Tabriz, a historical and earthquake prone city in the north west of Iran was selected as the study area. The results verified that some inconsistencies among information sources exist which are important to be considered while proposing a method for the fusion of the information in order to obtain vulnerability assessments with less uncertainty. Based on the assessed building damage, the number of probable victims was estimated. The produced physical and social seismic vulnerability maps provide the required information for urban planners and administrators to reduce property and human losses through pre-earthquake mitigation and preparedness plans efficiently.

The earthquake is one of the most devastating natural hazards that most of the Iranian cities. District 9 of Tehran will be vulnerable due to old residential texture, proximity to North Tehran fault and industrial land use in case of earthquake. Therefore, reducing the vulnerability to this natural disaster is one of the main goals of this study. In the present research, to evaluate vulnerability due to earthquake hazard, 10 indices are studied as effective factors in cities buildings vulnerability. These factors are selected on the basis of indices in previous studies. Indices involving materials type, type of facade building density, the age of building, the number of floors, ground area of buildings, compatibility of adjacent users, distance from the fault, geology formation and width of passageways are analyzed by using computational method of ANP scored by experts. The criteria weight is applied in effective layers in vulnerability. At last, by integrating the layers in GIS environments, general vulnerability map is extracted in the area. In order to evaluate the buildings vulnerability against earthquake, data obtained and from ANP analysis were made fuzzy. Finally, vulnerability map in district 9 of Tehran against earthquake was extracted. The research results show that if earthquake occurs, in district 9 of Tehran, 19.46% and 10.69% of buildings respectively have trivial and low vulnerability, while 50.29 percent of buildings have medium vulnerability. Also, 17.62% and 1.91% of building have high and very high vulnerability respectively, or they are completely damaged.

The determination of seismic risk in urban settlements has received increasing attention in the scientific community during the last decades since it allows to identify the most vulnerable portions of urban areas and therefore to plan opportune strategies for seismic risk reduction. In order to accurately evaluate the seismic risk of urban settlements it should be necessary to estimate in detail the seismic vulnerability of all the existing buildings in the considered area. This task could be very cumbersome due to both the great number of information needed to accurately characterize each building and the huge related computational effort. Several simplified methods for the assessment of the seismic vulnerability of existing buildings have been therefore presented in the literature. In order to estimate the occurrence of damage in buildings due to possible seismic excitations, the published studies usually refer to response spectra evaluated according to seismic events expected in the territory with assumed probabilities. In the present paper seismic events are instead simulated using a modified Olami-Feder-Christensen (OFC) model, within the framework of Self-Organized Criticality. The proposed methodology takes into account some geological parameters in the evaluation of the seismic intensities perceived by each single building, extending the approach presented in a previous study of some of the authors. Here, a large territory in the Sicilian oriental coast, the metropolitan area of Catania (Sicily), which includes several urbanized zones with different features, has been considered as a new case study. Applications of the procedure are presented first with reference to seismic sequences of variable intensity, whose occurrence is rather frequent in seismic territories, showing that the damage can be progressively accumulated in the buildings and may lead to their collapse even when the intensities of each single event are moderate. Moreover, statistically significant simulations of single major seismic events, equivalent to a given sequence in terms of produced damages on buildings, are also performed. The latter match well with a novel a-priori risk index, introduced with the aim of characterizing the seismic risk of each single municipality in the considered metropolitan area. The proposed procedure can be applied to any large urbanized territory and, allowing to identify the most vulnerable areas, can represent an useful tool to prioritize the allocation of funds. This could be a novelty for risk policies in many countries in which public subsidies are currently assigned on a case-by-case basis, taking into account only hazard and vulnerability. The use of a risk index in the allocation process will allow to include the relevant role of exposure.
