Over the last decades, a number of new environmental policies have been designed to improve waste management. Among them, extended producer responsibility (EPR) has introduced a mechanism to shift the environmental and financial burden of end‐of‐life products from public management to producers. Recently, EPR has been adopted by a growing number of developing countries, but this policy often struggles in being effectively implemented in such contexts, missing the opportunity of using waste management as a sustainability driver. By discussing the EPR for end‐of‐life tires (ELTs) in Ecuador, this paper proposes a different approach in designing and implementing EPR schemes in developing countries: it recommends consideration of social sustainability, rather than merely copying foreign management frameworks. To address this point, two case studies on socially directed ELT applications were designed and carried out. The case studies aimed at improving resilience of vulnerable populations to natural disasters by increasing the resistance of housing and settlements against catastrophic events using civil engineering applications. The analysis of the case studies’ outcomes brings to light possible policy adjustments, in which social sustainability goals are taken into account within the national EPR scheme. The Ecuadorian case also highlights the benefit of employing an adaptive governance approach when dealing with challenging urban management topics, such as informality (a widespread phenomenon in developing countries) and resilience.

In order to protect buildings against earthquakes that are categorized as "common" according to the Peruvian Earthquake Resistant Standard, a prototype of Recycled Rubber Seismic Isolator ("RRSI") was developed in the structural laboratory of the Japan-Peru Center for Earthquake Engineering Research and Disaster Mitigation - CISMID, Peru. The raw material used to manufacture this device was recycled rubber tires; the rubber tire was cut into square shape sheets with 190mmx190mm of cross-section and a total thickness of around 11 mm. Rubber tire sheets were joined to each other by a vulcanization process, including rubber layers with 3mm of thickness made of recycled rubber tire powder in between rubber tire sheets; and in between the rubber tire sheet and the steel plate at both ends of the bearing. Two specimens were tested in a shaking table under a free vibration impulse or displacement in order to get their natural vibration frequency, natural period, and inherent damping. Then, to obtain the hysteretical behavior, a cyclic lateral reversal-loading test was conducted on three different specimens applying a constant axial load of 330MPa, 270MPa, and 220MPa respectively and a lateral displacement pattern with different levels of shear deformations up to the failure, which occurs at a shear strain of around 100%. From the experimental results, a nonlinear hysteretic behavior and energy dissipation were observed, decoupling the lateral movement. Finally, a numerical model was proposed to model the nonlinear hysteretic behavior of the RRSI based on a Modified Bouc-Wen model. This numerical model was simulated by using the specimens as base isolators for buildings.

Featured Application: Recycled Concrete Aggregate can be a very good alternative material for natural aggregate. Using soil-rubber mixture as an engineering material may not only provide alternative means of reusing waste but also significantly change dynamic properties of soil.Abstract: This paper discusses the application of piezoceramic bender elements (BEs) for measurement of shear wave velocity in the time and frequency domain in a triaxial cell under different isotropic confinement. Different interpretation methods were used in the tests and their results were finally compared with each other. Two types of anthropogenic material were tested: pure Recycled Concrete Aggregate (RCA) and RCA-rubber chips mixtures (15% of rubber addition). Presented study is an attempt to describe dynamic properties, in terms of shear wave velocity (V S ), of the aforementioned anthropogenic material using the technique commonly applied for natural soil. Although some research is currently being carried out, in order to evaluate physical, chemical and mechanical properties of RCA and rubber-soil mixtures, still little is known of their dynamic properties. Hence, this work will provide the experimental results of shear wave velocity of RCA and its modified version. The results show that tires chips significantly decrease the V S values of modified RCA. They help to reduce the near field effect, but the received parameters are more incoherent. The V S values were found to be influenced by interpretation technique, mean effective stress and wave's propagation period. The maximum V S values were obtained mostly from the frequency domain method, although time domain analysis gives the results that are more coherent.
