Security issues during Lula's administration: from the reactive to the assertive approach

Abstract: Brazil, the initiative towards security issues in South America has been traditionally taken by the United States.Furthermore, Lula's second mandate reveals a "worldlization" of the foreign policy agenda on security -in contrast with the regionalization that has characterized Brazil's foreign policy in this area.
