Searching for Triple Dividends in South Africa: Fighting CO2 pollution and poverty while promoting growth

Abstract: A CGE model of South Africa is used to find the potential for a double or triple dividend if the revenues raised from an energy-related environmental tax are recycled to households and industry through lowering existing taxes. Four environmental taxes and three revenue-recycling schemes are compared. The environmental taxes are (i) a tax on greenhouse gas emissions, (ii) a fuel tax, (iii) a tax on electricity use, and (iv) an energy tax. The four taxes are constructed such that they have a comparable effect on… Show more

“…We split the energy and water intensive sectors further to arrive at a total of 39 sectors. (Triple dividends for energy taxes are discussed in a related paper [van Heerden et al, 2006].) The official SAM has only one sector for all agriculture, and we split it into seven subsectors to be able to determine exactly which water policies would render the best results.…”

“…There seems to be the option for a triple dividend by carbon taxes if the poor receive assistance to afford necessities such as food. 60 An MS-IO study examined the distributional impact of increased oil prices in South Africa. 61 An increase in heating fuels is shown to be regressive and affects the poor most severely.…”

“…Given the diffuse nature of agricultural emissions, how reductions targets are to be achieved is left as an internal matter in each member state (European Parliament, 2009a) and is beyond the focus of this research. Some CGE applications (Labandeira & Rodríguez, 2006;Van Heerden et al, 2006;Labandeira et al, 2009b) report limited impacts on agriculture, but only account for emissions controls on combustion, whilst not accounting for agriculture's diffuse emissions. One exception is a study assessing the Dutch economy by Dellink et al (2004).…”
