The explanation for what safety interventions work in any particular circumstance remains elusive, resulting in many work-related fatalities and injuries every year. We propose a shift in perspective from a preoccupation with safety interventions and their effects to an elucidation of the generative mechanisms underpinning safety and its contiguous context. Using an analytical framework based on contexts, interventions, mechanisms and outcomes (CIMO) we were able to review 43 empirical studies of safety interventions deployed by leaders in organizations. This motivated the development of 10 design propositions; 5 related to accident and injury reduction and 5 to changing safety behaviours. Greater understanding of the mechanisms by which interventions exert their effects will lead to the design of more context appropriate safety interventions thereby enhancing individual and organizational safety in the future and the development of evidence-based safety.

The health and safety of members of organizations is a long‐standing human resource issue of interest to those in the field of management. While its history is long and complicated, one part of that history – the role of Howard Pyle – is outlined here. The voluntary safety movement approach to this issue was supported strongly by Howard Pyle. A former radio station announcer who became Governor of the State of Arizona, Pyle was extremely active in the voluntary safety movement. In addition to becoming Governor of Arizona, he rose to be Deputy Assistant to the President of the United States, President of the National Safety Council, and first Chairman of the Board of Directors of the National Advisory Committee for Occupational Safety and Health. His contributions should not go unremembered.

Un modèle d’analyse a été construit pour rendre compte de l’influence du contexte de l’établissement sur l’issue d’interventions de prévention en santé et en sécurité du travail. Il a été constitué à partir d’une étude de cas en profondeur de sept interventions réalisées par des conseillers externes. L’étude examine l’influence du degré de développement des activités en prévention avant l’intervention, qui apparaît lui-même fortement lié aux caractéristiques structurelles des établissements. Une typologie des modes de régulation sociale de la santé et de la sécurité observés au sein des milieux de travail est présentée ; ces régulations jouent également un rôle dans la mise en oeuvre des mesures préventives. L’étude met en évidence l’apport des interventions externes à la prévention en santé et en sécurité du travail, et de leur collaboration soutenue avec les milieux de travail, au cours d’interventions successives.
