In a mini-review [Physica A 392 (2013) it has been shown that classical traffic flow theories and models failed to explain empirical traffic breakdown -a phase transition from metastable free flow to synchronized flow at highway bottlenecks. The main objective of this mini-review is to study the consequence of this failure of classical traffic-flow theories for an analysis of empirical stochastic highway capacity as well as for the effect of automatic driving vehicles and cooperative driving on traffic flow. To reach this goal, we show a deep connection between the understanding of empirical stochastic highway capacity and a reliable analysis of automatic driving vehicles in traffic flow. With the use of simulations in the framework of three-phase traffic theory, a probabilistic analysis of the effect of automatic driving vehicles on a mixture traffic flow consisting of a random distribution of automatic driving and manual driving vehicles has been made. We have found that the parameters of automatic driving vehicles can either decrease or increase the probability of traffic breakdown. The increase in the probability of traffic breakdown, i.e., the deterioration of the performance of the traffic system can occur already at a small percentage (about 5%) of automatic driving vehicles. The increase in the probability of traffic breakdown through automatic driving vehicles can be realized, even if any platoon of automatic driving vehicles satisfies condition for string stability.

The safety effects of design and other highway improvement options are specified through Crash Modification Factors (CMFs). CMFs for two low cost safety treatment measures -- passing lanes and dual application of center line and shoulder rumble strips -- are explored separately in this paper. Using data provided from previous studies conducted in the United States, and generalized linear modeling, the transferability of the US-based knowledge on safety effects of passing lanes and rumble strips for application in Ontario was explored. It was found that the safety effects were consistent for passing lanes in Michigan and Ontario and a Crash Modification Function was developed relating the CMF to length of passing lane for the combined data. The dual rumble strip effects were also reasonably consistent with results from a limited analysis of Ontario data and are recommended for application in the province.

This paper presents an investigation into the economic feasibility of safety countermeasures along rural low-volume roads. While these roads may be associated with higher crash risks as they're built to meet lower standards, crash frequencies are notably lower than those on other roadways with higher traffic exposure. Therefore, it is reasonable to expect that some conventional safety countermeasures that are proven to be cost effective on well-travelled roads may turn out to be infeasible on low-volume roads. Twenty seven safety improvements were examined in this investigation for their economic feasibility along low-volume roads. A roadway sample of 681 miles of Oregon was used in this study. Detailed benefit-cost analyses were performed using countermeasure costs, ten-year crash data, and expected crash reductions using Highway Safety Manual methods. Around half of the countermeasures investigated were found cost-effective for implementation along low-volume roads. Further, most of the countermeasures that were found to have very high benefit-cost ratio are associated with low initial cost and many of them do not require much maintenance cost. At the other end of the spectrum, almost all roadway cross-section safety improvements were found economically infeasible due to higher associated costs relative to the expected crash reduction benefits on low volume roads.
