Rural structural change, poverty and income distribution: evidence from Peru

Abstract: Some rural regions of Peru showed remarkable rates of poverty reduction and inequality reduction between 2004 and 2012, while others lagged behind. Using microsimulation-based decompositions, we analyse the driving forces behind these trends, finding that rural poverty and inequality reductions are mainly attributable to increasing labour incomes in Peru's agricultural sector and, to a smaller extent, increasing public transfers. In earlier years, higher returns to experience drive these results, while in late… Show more

“…The lastest economic dynamics in the rural sector (Morley, 2017), accompanied by national and international efforts 8 , have sought to generate higher rural produc-tivity and reduce socio-economic vulnerability (Haudry de Soucy, 2013, p. 2). These efforts have had a positive effect in recent decades (Flachsbarth et al, 2018). In this context, the Peruvian government created the "National Program of Tambos" (NPT) to provide essential services to the rural poor through actions with a territorial vision.…”

“…Besides the aim of taking people out of poverty, these programmes generally seek to improve the health condition and the educational level of the children in beneficiary households, thus conditioning the cash transfer on the regular monitoring of different aspects of all members of the household, such as attending school or medical check-ups. In Peru, Juntos, a large-scale conditional cash transfer programme, contributes to poverty alleviation, which was translated into a reduction of nearly six points in the Gini index from 2004 to 2012 (Flachsbarth et al 2018). The programme Jefes y Jefas in Argentina led to similar reductions in income inequality (Gertel et al 2008).…”
