Atrocity allegations awaken archaic fantasies of degradation and loss that, if believed, provoke violent retaliation against the alleged perpetrators. Those archaic fantasies are that something terrible has occurred, a vicious attack on one's body or on one's mind or on one's beloved child. The worst thing imaginable, an image that arose briefly and then was hurriedly repressed, has actually happened. Atrocity allegations generate revulsion, rage, and then, unless corralled by legal or cultural restraints, bloodshed. Psychoanalysts are well suited to investigate atrocity allegations.

This book shows how Rwanda's transitional courts that tried genocide crimes - the gacaca - produced social complicity and cemented authoritarian rule. It is unique for its in-depth investigation of the courts' legal operations: confessions, denunciation, and lay judging, and shows how targeted incentives such as grants of clemency, opportunities for private gain, and career advancement drew the masses into the orbit of the ethnic minority-dominated regime. Using previously untapped data, it illustrates how a decade of mass trials constructed a tacit patronage-driven relationship in which the interests of the citizenry became tied to the authoritarian elite that had discretionary power to grant or withdraw those benefits at will. The operation of law in individual behavior and authoritarian control presented in this volume will be of use to students and scholars in the social sciences, and practitioners interested in criminal law and transitional justice.

The Night the Yankees Burned Broadway: The New York City Fire of 1776

A significant fraction of New York City burned in the early morning hours of September 21, 1776, six days after the British army had occupied the city during the Revolutionary War. This paper examines the evidence to determine the cause of the fire, and argues that Patriots were responsible. Loyalists and British military men were almost unanimous in their conviction that American rebels had torched the city on their way out, but the rebels insisted that the fire had been an accident. Before the fire, General Nathanael Greene argued that destroying the city was strategically essential, but the Continental Congress was unwilling to risk the new nation's reputation, and ordered General George Washington to leave the city intact. Since the war, American historians have accepted these denials (and subsequent Patriot propaganda) and avoided attributing the fire to Patriot spies or civilian sympathizers. Rather than admit to burning towns, the Patriots concealed their actions to contemporaries and for posterity.
