Focusing on the planning and construction of the Sanmenxia hydropower project, this article analyzes the dynamics and tensions between energy demand and the nature of the Yellow River in the twentieth century. Since the late 1920s, Japanese engineers aimed to develop hydroelectric power by building dams on the Yellow River. They viewed the Yellow River as an important source of hydroelectric power for building the Greater East Asian Co-Prosperity Sphere. When the Chinese Communists took control, they claimed that the primary function of the Sanmenxia project was flood control. Yet, with the influences from the Soviet Union and the Chinese Communist state's industrialization efforts, the engineers also emphasized the generation of electrical power, which resulted in a high dam design. The silting of the reservoir, however, frustrated the ambition of the Chinese leaders and engineers and resulted in the production of much lower and unstable power output upon the dam's completion.

The Brantas River Crisis: the Sand Mining Problem and the Search for Solution

This article examines the dynamics of power relations in the Brantas River sand mining and its influences on the fate of the most important river of East Java. The main questions to be dealt with here are: Why did the sand mining activities lead to the Brantas river crisis? What impact did the sand mining have on the environment and society? How was the Brantas river crisis due to sand mining handled to find a solution? By relying on archival sources, contemporary newspapers, and oral history interviews, it is argued that the Brantas river crisis occurred due to the acceleration of sand extractions facilitated by improved extraction technology in the form of mechanical sand extracting machines and the growing demand for sand for infrastructure development. Automated sand mining caused damage to infrastructure and settlements in various places along the river from downstream areas that continue to creep upstream, as well as the loss of biodiversity richness. The search for a solution has been going on for some time but failed to stop mining and bring the Brantas River out of the crisis. The failure occurred not because of the absence of a legal umbrella, but the difficulty of implementing regulations in the field due to the involvement of unscrupulous officials and politicians in the Brantas sand business, as well as the temptation of large and comfortable profits from mining that lured sand miners amid the limited available alternative sources of livelihood. Artikel ini membahas dinamika relasi kuasa dalam penambangan pasir Sungai Brantas dan pengaruhnya terhadap nasib sungai terpenting di Jawa Timur ini. Pertanyaan utama yang hendak dibahas adalah: Mengapa kegiatan penambangan pasir menyebabkan krisis sungai Brantas? Apa dampak penambangan pasir terhadap lingkungan dan masyarakat? Bagaimana krisis sungai Brantas akibat penambangan pasir diupayakan jalan keluarnya? Dengan mengandalkan sumber arsip, surat kabar kontemporer, dan wawancara sejarah lisan, diargumentasikan bahwa krisis sungai Brantas terjadi karena percepatan ekstraksi pasir yang difasilitasi oleh perubahan teknologi ekstraksi dalam bentuk mesin diesel penyedot pasir mekanis dan meningkatnya permintaan akan pasir untuk pengembangan infrastruktur. Penambangan pasir mekanis menyebabkan kerusakan infrastruktur dan permukiman di berbagai tempat di sepanjang sungai dari daerah hilir yang terus merambat ke hulu, serta hilangnya kekayaan keanekaragaman hayati. Pencarian solusi telah berlangsung selama beberapa waktu, tetapi gagal menghentikan penambangan dan membawa Sungai Brantas keluar dari krisis. Kegagalan itu terjadi bukan karena tidak adanya payung hukum, tetapi kesulitan menerapkan peraturan di lapangan karena keterlibatan pejabat dan politisi yang tidak bermoral dalam bisnis pasir Brantas, serta godaan keuntungan besar dan mudah dari penambangan. memancing para penambang pasir di tengah sumber mata pencaharian alternatif yang tersedia terbatas.

“…My research examines the experts who envisioned, designed, and implemented river basin development in South Korea in order to show how river engineering was rationalized. Historians have explored the various politics behind river development practices across the globe from a local to an international scale (Frioux 2014;Mauch & Zeller 2008;Schönach 2017). Yet, they have paid less attention to the hydrological engineers who provided the rationale for river engineering by measuring the physical and ecological characteristics of river water, gathering precipitation, water level, and water flow data produced in the past, estimating the movement of river water, and designing a master plan for river basin development.…”
