Human activities have placed enormous pressure on the world’s water resources. To improve the efficiency of water supply and wastewater treatment, public–private partnerships (PPPs) are widely used for sewage treatment. However, an academic question remains about whether PPP sewage treatment projects (PPPSTs) help reduce urban sewage disposal when responsibilities shift from the public sector to the private sector. This study used panel data of 267 prefecture-level cities in China from 2009 to 2020 to construct a difference-in-difference (DID) model based on the counterfactual framework to answer this question empirically. The model results significantly support the effect of PPPSTs on sewage disposal reduction. Furthermore, these results passed the parallel trend test and the placebo test, and the results were still achieved when the quadratic term of the core variable was introduced, indicating that the model is reliable. In addition, the moderating effect models were used to expand the analysis. That is, the regressions were derived by multiplying the relevant extended variables and the core independent variables. This analysis indicates that the operation mode of PPPST and the characteristics of national demonstration play an essential role in reducing the amount of urban sewage disposal. However, the effect of fiscal decentralization is not apparent. These conclusions were also confirmed in the model using the investment scale of PPPSTs. Therefore, paying attention to the formation of PPPST contracts and adopting a practical supervision system is of great significance for improving the effect of sewage disposal reduction.

Construction of sponge city PPP projects is perceived as a feasible measure for achieving the sustainable urbanization. To ensure the success of sponge city PPP projects, reasonable sharing of risks among participants, which has remained scarce and unscientific, is becoming an urgent problem to be solved. In order to enable the individual participant to accurately grasp the situation of his own risks, specifically for the individual participant, this paper constructs a risk-sharing framework for sponge city PPP projects. Firstly, this paper identifies critical risk factors by the Delphi method. The final risk evaluation index system is established from the perspectives of political risks, economic risks, construction risks, and operational risks, which include 16 secondary risk factors. Then, risk factors’ weights are determined based on a combination weight method (combining the G1 method and the C-OWA operator). Next, in order to share risks reasonably, the first step is to obtain the risk factors that can be borne by one participant and define the risk factors that need to be shared among participants through the method of combining GCA method and TOPSIS method. The second step is to build a model based on the utility theory to determine the proportion of risks shared among participants. Finally, the sponge city PPP project in Qingshan demonstration area of Wuhan city as an example is employed to verify the feasibility and effectiveness of the constructed risk-sharing framework. All the aforementioned studies are expected to provide helpful references for reasonable risk sharing in sponge city PPP projects.

Renewable hydrogen energy has received growing attention due to the energy shortage and increasing CO2 emissions. With these issues in mind, renewable hydrogen has become an important component of future energy systems in many countries, especially in the transportation sector. However, the shortage of hydrogenation station and the risks associated with their construction have become an urgent issue for the development of hydrogen energy transportation. To better implement the hydrogenation station project, a risk management framework is proposed for risk control. First, a comprehensive risk index system is developed, using a weighting method based on the G1 method and the C-OWA operator. Second, a grey fuzzy synthetic assessment method is applied to evaluate the risk based on the 3D risk assessment framework. Finally, risk is assigned to different participants and actionable measures are proposed. This paper summarizes the obstacles to the development of hydrogen energy transportation, highlights the potential of hydrogen energy development, and suggests workable solutions for the use of hydrogen energy in the future transportation industry.
