Risk Evaluation of Sewage Treatment PPPABS Projects Using Combination Weight Method and D-S Evidence Theory

Abstract: In order to make up for the shortage of public-private partnership (PPP) model, more and more sewage treatment PPP projects have adopted the asset-backed securitization (ABS) model. To ensure success of sewage treatment PPPABS projects, risk evaluation, which has remained scarcity and unscientific, is becoming an urgent problem to be solved. Firstly, this paper identifies critical risk factors by literature analysis and expert interview. The final risk system is established from the perspectives of mac… Show more

“…Moreover, the integration of private enterprises is conducive to improving efficiency and forming a demonstration effect. Previous studies mainly focus on risk assessment [ 4 ], asset securitization (ABS) in financing models [ 53 ], and financial feasibility [ 54 ] of PPPs. This study, in contrast, used urban sewage disposal as the dependent variable to explore the effect of PPPSTs on sewage disposal reduction.…”

“…Based on the shortcomings of subjective and objective weight methods, some scholars propose the combination weight method. At present, combination weight method is becoming a trend [37,38]. In this paper, the combination weight method (combining the G1 method and the C-OWA operator) is used to determine the weight of each risk evaluation index.…”
