“…Currently, China is evolving its soil contamination policy and is in the process of introducing a more riskbased strategy, one that encompasses a more-cost-effective approach to environmental regulation (Economy and Lieberthal 2007;Luo et al 2009). While, generating suitable management options for heavily contaminated paddy rice soils requires the consideration of technical feasibility and the costs of redevelopment actions.…”

“…Moreover, even if crop cultivation on the most contaminated soils is prohibited, there is still the potential issue of As, Cd, and Pb laden leachates, resulting from theses soils. In UK, a variety of economic and legal incentives are offered to encourage the cleanup and reuse of contaminated sites where there is little prospect of development (Luo et al 2009). Similar schemes are being developed and already a considerable amount of mine-impacted land has been taken out of crop production in the most severely affected regions in Hunan.…”

“…96/05 of 05/08/1996 is commendable in ushering in a new regulatory policy framework for environmental management in Cameroon, it is very limited in relation to dealing with land contamination, particularly historic contamination and the redevelopment of land which has been affected by historical or existing contamination. Generally, where there is a lack of statutory guidance for the assessment of contaminated land, soil environmental impact assessment is not mandatory for development projects and neither is risk assessment a prerequisite for planning approval (Luo et al, 2009). In such circumstances, as is the case with Cameroon, the investigation and assessment of contaminated land is not considered a significant priority for small and large scale development projects.…”

“…Examples in the context of the Bonaberi Industrial Zone include source characterisation, modelling fate and transport processes along the pathway and the potential effects on the pathways (DEFRA and EA, 2004;Luo et al, 2009). Typically, in Cameroon, efforts at source characterisation have often been limited to assessing bacteriological parameters including bacterial densities, coliform count and streptococcal count which are pathogenic to humans (Akoachere et al, 2008).…”

“…It has been said that the most significant driver of the regeneration of contaminated sites in the UK is the development process, especially for brownfeld sites (Luo et al, 2009). This is likely to be the case in relatively small, but densely populated countries with a high demand for housing provision.…”
