Risk-Adjusted Discount Rate and Its Components for Onshore Wind Farms at the Feasibility Stage

Abstract: The concept of risk is well known in the energy sector. It is normally recognized when it comes to price and cost forecasting, annual production calculation, or evaluating project lifetime. Nevertheless, it should be pointed out that the quantitative evaluation of risk is usually difficult. The discount rate is the only parameter reflecting risk in the discounted cash flow analysis. Therefore, knowledge of the discount rate along with the major components affecting its level is of fundamental significance for … Show more

“…In the case of the other cities, the analysed documents did not include direct diagnostic references to a Smart City (marked in pink). The analysis of strategic provisions of cities referring to Smart City in the future aspect presents itself differently: through development vision, goals, directions or projects, e.g., in the aspect of climate protection or efficient energy use [70][71][72][73][74][75]. All of the analysed strategic documents include subject references, in the majority as an element of visions or goals (marked in green), while, in the case of D ąbrowa Górnicza these provisions refer only to smart specialisations, and not directly to a Smart City (marked in yellow).…”

“…We also note that the discounted cost metrics are not considered here as the value of money may not be necessarily very critical for medium-term planning. For more information on this class of cost functions in wind farms, we refer the reader to [54].…”
