This article focuses on the history of Osijek's spatial and urban planning with respect to the position and treatment of the city's railway system. The study compared eight plans, dating from 1912 to the present day, and found that railway construction in and around the city was completed in 1910. During this period, three different planning approaches were developed for the city's railway system. The oldest planning approach, starting in 1912, was a passive, "leave it as it is" approach, dealing cautiously with the network of newly constructed railway lines. The second, proactive approach, proposed dismantling or relocating railway lines from the city center while the third approach focused on the actual railway traffic in Osijek with respect to public use of vacant railway corridors. The results will help provide a scientific basis for future planning of railways and railway corridors in the urban area of Osijek.

While many cities around the world qualify themselves as “smart cities”, there is no comprehensive way to evaluate to what extent they are “smart”. This article proposes a framework for comparison of the level of “smartness” of the urban mobility systems. The most relevant indicators that have the greatest impact on smart mobility systems were selected in the course of literature review. The impact of indicators on smart mobility systems is variable. Evaluating smart mobility systems, different authors distinguish between different indicators, which usually do not duplicate. The paper categorizes the indicators of the smart mobility system into five groups, called “factors”: motor travel and congestion reduction measures; pollution reduction measures; travel safety and accident reduction measures; traffic management tools and services; smart infrastructure measures. A number of indicators are attributed to each of the listed groups. A Multiple Criteria Decision-Making method, namely, the Analytic Hierarchy Process (AHP) method, has been used to evaluate the significance of the smartness level used in the research. This method bases the weighting of subjective criteria on expert judgement. Rank correlation is used to determine the consistency of expert opinions. A model has been developed to compare smart mobility systems of individual cities and their infrastructure.

Nowadays, seaports face many problems. One of the major problems is the increase in container traffi c, and due to this there are problems such as the lack of space at the seaport terminals, and the congestion on routes serving those terminals, i.e. increase of bottlenecks in land transport systems serving the seaports. For some seaports, the weakest links in their transport chains are exit gates where congested roads and inadequate rail links cause delays and increase transport costs. Strategic solution would be the implementation of railways and/or improved land-based intermodal terminals, i.e. dry ports serving seaports. This paper presents a decisionmaking model on the necessity to establish a dry port for serving seaport in order to increase the capacity or space of the seaport, accelerate the technological process and reduce the rush on the routes. Sažetak Danas se morske luke suočavaju s mnogim problemima. Jedan je od glavnih problema povećanje kontejnerskog prometa, uslijed čega se javljaju problemi poput nedostatka prostora na terminalima luke i zagušenja na rutama koje opslužuju te terminale, tj. povećanja uskih grla u sustavima kopnenog prometa koji opslužuju morske luke. Za neke su morske luke najslabije karike u njihovim transportnim lancima izlazi, gdje zakrčene ceste i neprikladne željezničke veze uzrokuju kašnjenja i povećavaju troškove prijevoza. Strateško rješenje bila bi uspostava željezničkog prometa i/ili poboljšanih kopnenih intermodalnih terminala, tj. suhih luka koje opslužuju morske luke. U ovome radu predstavlja se model odlučivanja o potrebi uspostavljanja suhe luke za opsluživanje morske luke kako bi se povećao kapacitet ili prostor morske luke, ubrzao tehnološki proces i smanjila gužva na rutama.
