Por lo tanto, con base en el "Triángulo Pobreza-Crecimiento-Desigualdad" descrito por Bourguignon (2003Bourguignon ( , 2004, fueron estimadas las elasticidades de la pobreza en relación al crecimiento económico y a la desigualdad para identificar desafíos en la priorización de las intervenciones de combate a la pobreza en los municipios de Ceará. Los resultados muestran que los valores de ambas sensibilidades estimadas son relativamente pequeños, indicando que las políticas tienen potencialmente baja capacidad para reducir la pobreza. Se argumenta, sin embargo, que pueden ser más efectivas si se consideran las características particulares de cada municipio. Una cuestión importante se deriva de la identificación de un grupo de municipios en los que la sensibilidad de las políticas es muy baja, siendo que estos son los que, en general, presentan las peores situaciones relativas en términos de la proporción de pobres y de la desigualdad. Así, si se privilegia la efectividad potencial, las disparidades entre los municipios pueden aumentar.Palabras clave: políticas públicas, pobreza, administración municipal -Ceará Challenges in directing and prioritizing interventions in poverty reduction policies in the municipalities of CearáDespite recent advances, poverty still persists in Ceara. Then, based on the "Poverty-Growth-Inequality Triangle" described by Bourguignon (2003Bourguignon ( , 2004, poverty elasticities in relation to economic growth and inequality were estimated in order to identify challenges in the prioritization of interventions to combat poverty in Ceara's municipalities. The results show that the values of both estimated elasticities are relatively small, indicating that policies have potentially low ability to reduce poverty. It is argued, however, that they can be more effective if one considers the particular characteristics of each municipality. An important issue arises from the identification of a group of municipalities where the sensitivity of policies is very low, which are usually the worst in terms of the proportion of poor and inequality. Thus, if potential effectiveness is privileged, disparities between municipalities may increase.

This study attempts to empirically investigate the determinants of foreign direct investment (FDI) and related factors on Association of the Southeast Asian Nations's (ASEAN) poverty reduction, and focuses on spatial quantitative empirical evidence available on the ASEAN region. The spatial specification model is constructed and estimated by using the spatial panel data model technique. It is empirically estimated on the basis of a crucial assumption that the individual-country factors such as globalization factors, financial factors, political factors, and infrastructure factors and spatial FDI affect poverty reduction in ASEAN. Data at the country level for ASEAN-6 during the period 1995-2011 are collected from World Data Bank and International Country Risk Guide (ICRG). The analyses confirm the positive significant relationship between FDI inflows and poverty reduction in ASEAN in both individual and spatial aspects. Nevertheless, this relationship is significantly different between other factors and poverty reduction in ASEAN. For instance, while the relationship remains positive and significant for GDP growth, openness, and foreign debt in ASEAN, it is significant negative for financial and infrastructure factors, and ambiguous for political factor. Our results are also robust to alternative model specifications. The study concludes that FDI is conducive to poverty reduction. It supports the notion that regional value chain enhancement on FDI flows is beneficial for this region. Providing a poverty model of spatial FDI to researchers, the study presents results that are beneficial to business sectors and policy makers who are related to the investment in ASEAN.
