Rethinking the Role of Visegrad Group in the EU Enlargement Process

Abstract

Munculnya otoritarianisme dan skeptisisme Uni Eropa (UE) di Eropa Tengah telah menimbulkan kekhawatiran tentang proyek Integrasi UE. Gerakan populis di negara-negara Grup Visegrad, terdiri dari empat negara Eropa Tengah, dianggap sebagai ancaman terhadap proyek Integrasi dan proses perluasan UE. Makalah ini mencoba untuk meninjau kembali peran Grup Visegrad dalam kebijakan dan proses integrasi UE menggunakan studi kasus tentang peran kerja sama V4 dengan enam Negara Balkan Barat (WB6) melalui lensa sosio-konstruktivisme. Tulisan ini menemukan potensi sosio-konstruktivisme dalam menjelaskan aspek norma, nilai, dan identitas, bukan hanya kepentingan material. Selain itu, negara-negara V4 juga mendukung WB6 dengan berbagi pengalaman dan menjadi contoh sub-regionalisme sebagai sarana keanggotaan UE. Pada akhirnya, tulisan ini mencoba memetakan karakteristik, prospek, dan hambatan peran V4 dalam mendukung jalan WB6 menuju keanggotaan UE.
