The present paper investigates the role of the located Higher Education Institutions (HEIs) in the transformation towards sustainability of the city of Linz as well as the region of Upper Austria. We argue that HEIs have the potential to spur a regional transition towards sustainability via the channels of teaching, research and outreach. We furthermore take into account that organisational-and field-level drivers influence the role of HEIs within the regional transition paths towards sustainability (RTPS). We chose an explorative research design in order to give a realistic picture of the potentials and limitations of HEIs' involvement in regional transitions to sustainability. The role of the five HEIs located in the city of Linz is studied through in-depth expert interviews and a comprehensive document analysis. The investigation reveals that there is no contribution of HEIs as a whole to RTPS, but that the impact is dependent on individual highly engaged "frontrunners" enacting change and at the same time on leadership from the university management. Moreover, regulative drivers at the field-level and normative as well as cognitive drivers at the organisational-level affect HEIs' contribution.

To deepen the understanding of the sociotechnical regime that directs the selection of structural frames in multifamily buildings in Sweden, we study the perceptions of contractor representatives. Contract managers (CMs) employed at contractor firms were interviewed regarding their role, the selection of the structural frame and how they perceived different options. The results show that CMs largely influence the selection of the structural frame in multifamily buildings, which are guided by the established concrete-based sociotechnical regime. The regime is maintained through cognitive rules regarding structural frame options and the alignment of skills of construction professionals. Because of their influence and their investments in the skills of construction workers, CMs make important contributions to maintain the regime and the concrete path dependency. Furthermore, the regime varies in strength in different locations. Some locations carry a strong norm to cast concrete frames on site. This makes it more difficult to deviate from the established practice. In other locations, wood-promoting initiatives have changed the cognitive rules associated with the regime. Nonetheless, the sociotechnical regime makes the selection of concrete structural frames beneficial. This prevents wood-framed multifamily buildings from entering common usage, even though such buildings can contribute to mitigating climate change.

Institutional change is fundamental to regime transformation, and a necessary part of moving toward integrated water management. However, insight into the role of institutional change processes in such transitions is currently limited. A more nuanced understanding of institutional frameworks is necessary, both to advance understanding of institutional change in the context of transitions toward improved water management and to inform strategies for guiding such processes. To this end, we examine two contemporary cases of transformative change in Australia's urban water sector, exploring the evolution of institutional change in each city. This paper offers insights into regime transformation, providing guidance on types of institutional structures and the ways structure‐change initiatives can be sequenced to support a transition. The results reveal the importance of regulation in embedding regime change and suggest that engagement with structural frameworks should begin early in transition processes to ensure the timely introduction of supporting regulation. Our findings also highlight the inextricable link between culture‐based and structure‐based change initiatives, and the importance of using a diverse range of institutional change mechanisms in a mutually reinforcing way to provide a strong foundation for change. These findings provide a foundation for further scholarly examination of institutional change mechanisms, while also serving to inform the strategic activities of transition‐oriented organizations and actors.
