Renewable energy production is climbing the public agenda in many countries in the Middle East and North Africa (MENA region), for reasons of energy security, independence and local value creation. While technical and economic barriers are largely understood, in this paper we investigate the issue of community acceptance. In so doing, we explore the importance of relevant drivers of community acceptance such as level of expected socioeconomic and environmental impacts, procedural and distributive justice, and trust. We conducted 232 face-to-face interviews with the local population in Ouarzazate in Morocco, the building site of a flagship project for concentrated solar power in the MENA region. We find that community acceptance is almost universal, particularly because solar power is perceived to be environmentally friendly. At the same time perceived level of knowledge about the project is very low, which is positively linked to the high level of acceptance. Our data suggest that there may be some social desirability bias distorting community acceptance; only long-term experience with the project will show whether hopes for job creation will be fulfilled and high levels of acceptance can be maintained.

This paper reveals that logistics may conservatively amount to 18% of the levelized cost of energy for offshore wind farms. This is the key finding from an extensive case study carried out within the organization of the world's leading offshore wind farm developer and operator. The case study aimed to, and produced, a number of possible opportunities for offshore wind cost reductions through logistics innovation; however, within the case study company, no company-wide logistics organization existed to focus horizontally on reducing logistics costs in general. Logistics was not well defined within the case study company, and a logistics strategy did not exist. With full life-cycle costs of offshore wind farms still high enough to present a political challenge within the European Union in terms of legislation to ensure offshore wind diffusion beyond 2020, our research presents logistics as a next frontier for offshore wind constituencies. This important area of the supply chain is ripe to academically and professionally cultivate and harvest in terms of offshore wind energy cost reductions. Our paper suggests that a focused organizational approach for logistics both horizontally and vertically within the company organizations could be the way forward, coupled with a long-term legislative environment to enable the necessary investments in logistics assets and transport equipment.

Purpose -The purpose of this paper is to shed light to the concept of solar electricity transfer from North Africa to Europe in the frame of Article 9 of the European Renewable Energy Sources (EU-RES) Directive 28/2009/EC, to explain why efforts have not been successful up to now and to provide recommendations on how to proceed. Design/methodology/approach -The authors have compared the "Supergrid" concept that was pursued by some institutions in the past years with the original "TRANS-CSP" concept developed by the German Aerospace Centre in 2006. From this analysis, the authors could identify not only major barriers but also possible ways towards successful implementation. Findings -The authors found that in contrast to the Supergrid approach, the original concept of exporting dispatchable solar power from concentrating solar thermal power stations with thermal energy storage (CSP-TES) via point-to-point high voltage direct current (HVDC) transmission directly to European centres of demand could be a resilient business case for Europe-North Africa cooperation, as it provides added value in both regions. Research limitations/implications -The analysis has been made in the frame of the BETTER project commissioned by the Executive Agency for Competitiveness & Innovation in the frame of the program Intelligent Energy Europe. Practical implications -One of the major implications found is that due to the time lost in the past years by following a distracted concept, the option of flexible solar power imports from North Africa to Europe is not any more feasible to become part of the 2020 supply scheme. Social implications -To make them a viable option for post-2020 renewable energy systems for electricity development in Europe, a key recommendation of the project is to elaborate a detailed feasibility study about concrete CSP-HVDC links urgently. Originality/value -The analysis presented here is the first to give concrete recommendations for the implementation of such infrastructure.
