With energy communities and local electricity markets on the rise, the possibilities for prosumers to be actively involved in the energy system increase, creating more complex settings for energy communities. This paper addresses the following research question: Does having knowledge about the future development in energy communities help make better decisions selecting new participants than without consideration of any future developments? Each year, the community is faced with the exit of existing members and a portfolio of possible new entrants with different characteristics. For this purpose, a bi-level optimization model for dynamic participation in local energy communities with peer-to-peer electricity trading, which is able to select the most suitable new entrants based on the preferences of the members of the original community, is extended to a stochastic dynamic program. The community wants to plan a few years ahead, which includes the following uncertainties: (i) which members leave after each period, and (ii) which are the potential new members willing to join the community. This paper’s contribution is a stochastic optimization approach to evaluate possible future developments and scenarios. The focus lies on the contractual design between the energy community and new entrants; the model calculates the duration of contracts endogenously. The results show a sample energy community’s decision-making process over a horizon of several years, comparing the stochastic approach with a simple deterministic alternative solution.

Designing Collaborative Energy Communities: A European Overview

Renewable energy has a crucial role in facing climate change. One promising strategy is the creation of energy communities that require active involvement from a bottom-up perspective. Their implementation is difficult, as they currently rely on local policies, community readiness, and technological availability. The objective of this paper is to provide a qualitative overview of energy community concepts and strategies at the European level. The aim is to identify common approaches that are framing the development of energy communities, and to understand the most successful steps leading to their creation and growth. To achieve this objective, a threefold methodology is provided: (1) an updated review on policies dealing with energy communities at the European and Italian level; (2) a qualitative overview of European-funded projects under the Horizon 2020 work program; and (3) a qualitative overview of some of the most successful existing energy communities in Europe. The results outline a series of considerations and lessons learned that are useful for implementing this transition pathway in a real case, which is also presented in the paper. The conclusions will identify some future directions of this research, particularly in relation to the results coming from the implementation of actions in the real case.

As reported in the “Clean energy for all Europeans package” set by the EU, a sustainable transition from fossil fuels towards cleaner energy is necessary to improve the quality of life of citizens and the livability in cities. The exploitation of renewable sources, the improvement of energy performance in buildings and the need for cutting-edge national energy and climate plans represent important and urgent topics to be faced in order to implement the sustainability concept in urban areas. In addition, the spread of polygeneration microgrids and the recent development of energy communities enable a massive installation of renewable power plants, high-performance small-size cogeneration units, and electrical storage systems; moreover, properly designed local energy production systems make it possible to optimize the exploitation of green energy sources and reduce both energy supply costs and emissions. In the present paper, a set of key performance indicators is introduced in order to evaluate and compare different energy communities both from a technical and environmental point of view. The proposed methodology was used in order to assess and compare two sites characterized by the presence of sustainable energy infrastructures: the Savona Campus of the University of Genoa in Italy, where a polygeneration microgrid has been in operation since 2014 and new technologies will be installed in the near future, and the SPEED2030 District, an urban area near the Campus where renewable energy power plants (solar and wind), cogeneration units fed by hydrogen and storage systems are planned to be installed.
