Removing Barriers and Creating Opportunities for Climate-Resilient Agriculture by Optimizing Federal Crop Insurance

Abstract: Climate change is devastating global agricultural and economic systems. Nature-based solutions that promote conservation agriculture can address these challenges while mitigating climate change. We propose a pilot crop insurance and research program in the U.S. Northern Plains to promote practices that enhance farm soil health, income, and resilience while mitigating climate change. Such a program could inform nationwide adoption of such practices. We specifically propose eliminating requirements for fallow to… Show more

“…As such, financial institutions, governmental agencies, and NGOs must continue working towards reform. Recommendations from advocacy groups such as the American Farmland Trust and Natural Resources Defense Council include eliminating fallow requirements, phasing out single-crop, yield-based coverage in lieu of whole farm revenue protection, destigmatizing the use of cover crops as a risky practice, and incentivizing the use of best management practices through insurance premium reductions (Natural Resources Defense Council, 2017;Beckie et al, 2019;van der Pol et al, 2021). USDA PCCP funding should be made permanent and expanded to include additional conservation practices, while climate-smart tax credit programs could be also expanded to a federal level.…”

“…The Journal of Science Policy & Governance previously included a policy memo addressing the optimization of the crop insurance program (Pol, Tibbetts, and Lin Hunter 2021). The 2021 memo recommended reforming crop insurance by changing crop coverage to incentivize practices that would make the agriculture industry more climate-resilient (Pol, Tibbetts, and Lin Hunter 2021).…”

The 2021 memo recommended reforming crop insurance by changing crop coverage to incentivize practices that would make the agriculture industry more climate-resilient (Pol, Tibbetts, and Lin Hunter 2021). In contrast to that article, this memo will address the ARC and PLC subsidy programs and provide policy recommendations on program reform to be more consistent with economic, nutritional, and climate best practices.…”

“…For the convenience of analysis, this paper simplifies the commercialization of the new crop varieties as the transaction relationship between R&D institutions and seed industry institutions. The influence of other parties is included in the research on the contractual relationship between the two parties [5][6][7].…”
