Regional Governance and Institutional Collective Action for Environmental Sustainability

Abstract: This research investigates why various mechanisms of cooperation among local authorities are chosen using the theoretical lens of institutional collective action ( ICA ). The article analyzes 564 local collaboration agreements drawn from four urban regions of China to explain the choices of environmental collaboration agreements among cities. Examples of three forms of interlocal agreements-informal, formal, and imposed agreements-are analyzed. Ordinal logistic regressions are estimated to test which factors p… Show more

“…Studies provide several reasons why information sharing within the same county jurisdiction is more easily observed. First, the transaction costs of coordination and reaching an agreement between local governments located in the same county are supposed to be lower than otherwise (Yi et al ) because of their geographic proximity, similar administrative structures, and previous collaboration experiences (Ahlbrandt ; Downs ; Feiock ). Second, some studies argue that homogenous socioeconomic factors facilitate policy learning between and among governments within the same county area.…”

“…Finally, there are increasing efforts to empirically explore environmental issues in China using policy process constructs. Drawing on the ICA, Yi and coauthors () examine factors explaining the types of interjurisdictional agreements Chinese municipalities adopt to address transboundary environmental challenges. An unpublished study of sustainability in China uses panel data on 31 provincial units (2003–12) to understand the public’s role in bringing about regulatory change and greater environmental investment (Karuppusamy & Yuan, ).…”
