Introduction. The development of the tourist potential of Russian territories is one of the priority state tasks in modern conditions. The purpose of the article is to study the regional specifics of the development of tourism potential in the Russian Federation, a sociological analysis of its key elements in the assessments of municipal leaders. Materials and Methods. The key research method was a questionnaire survey of heads of local self-government bodies of the Russian Federation (n = 306). At the first stage, questionnaires were sent out by e-mail with representation from all federal districts of the Russian Federation. At the second stage, the analysis of linear distributions and correlation analysis of empirically significant variables (grouping of answers by regions and federal districts of the Russian Federation) were carried out. The use of a set of analytical procedures has made it possible to identify the regional specifics of the development of the tourism potential of the territories. The results were processed using SPSS. Results. The results of the study have made it possible to identify problems in the development of the tourist potential of Russian territories, both in terms of basic and additional resources. The hypothesis about the predominance of tourist resources aimed at satisfying the “average” consumer demands of the tourist is confirmed. The results of the study have shown a decrease in ratings for economy class catering facilities (average rating 3.02 out of 5), the presence of hostels (1.87 out of 5), as well as the lack of conditions to meet the interests of high-income tourists (in terms of “luxury class restaurants” the average score is 2.21 out of 5). The study revealed an insufficient level of development of additional tourist resources that ensure the realization of the differentiated needs of various social groups. Discussion and Conclusion. It is concluded that it is expedient to support entrepreneurial initiatives aimed at creating tourism products and services, both in the “economy” and “luxury” segments, the formation of a recognizable image of the territories as part of the promotion of their social resources. The results obtained can be used in the activities of the authorities in the development of strategies for the development of regional tourism.

Introduction. Tourism is a dynamically developing branch of the economy. The COVID-19 pandemic seriously impacted not only on Russian economy as a whole, but also on its tourism sector. In Russia, tourism is recognized as one of the most affected sectors of the economy due to introduced quarantine restrictions. Domestic tourism in the context of the pandemic has become an impetus for the industry’s development. This study is devoted to the priorities and threats of the development of regional tourism to increase the efficiency of using the potential of domestic tourism and enlarge the demand for recreation in Russia by the population. Materials and Methods. The study is based on the results of the authors’ works studying the problems of the functioning of regional tourism, engaging in the search for promising directions that contribute to the growth of demand for tourism services in this market segment. To diagnose the state of the Russian tourism industry in a pandemic, assess the functioning of tourism in the region, identify threats and substantiate its development priorities, general scientific research methods were used: retrospective and comparative analysis, synthesis, analogy, generalization. The object of the study was the Vologda Region, a promising region of the North-West for the development of the tourism industry. Results. The specifics of the consumption of tourism services of the region in the context of the pandemic has been determined, the analysis of the tourism development in the region has been carried out, threats have been identified and priorities have been formed that contribute to the growth of tourism consumption in the Vologda Region. The author has established that the tourist resources of the region are poorly demanded by the population, which is due to noticeable competition from the neighboring regions of the North-West, as well as the poor provision of accommodation infrastructure and its slow growth, which causes low tourist demand. The importance of supporting the tourism development in the region in the context of the steady demand of Russians for resting in Russia has been justified. Discussion and Conclusion. The study makes it possible to identify the priorities and threats of the development of regional tourism. The results of the study can be used as a guideline in substantiating ways for the development of regional tourism by public authorities that contribute to the tourist demand increase competitiveness of regional tourism sector.
The article studies the tourist sector as a factor of social and economic development of the region. The author gives a definition of the term ‘universal character of tourist sector', formulates key criteria meeting the principle of universality, on the basis of which the approach to region analysis was developed. This approach gives an opportunity to find the degree of customer satisfaction with tourist services and shows whether the region is ready for developing new tourist programs within the frames of traditional, special and rear types of tourism. As an example the article analyzes the universal character of tourist sector in the Leningrad region, which showed a number of problems. Proceeding from this the author proposes to design a mechanism of their solution at the expense of enlarging the list of tourist services offered to customer and improving their quality. By analyzing the universal character of tourist sector it will be possible to find out and eliminate drawbacks in the tourist sphere and in designing strategy of efficient development of tourism in the region aimed at building-up the tourist traffic, which could become a factor of its social and economic development.
