This article considers the development of pan-European and Polish asylum policy and control of illegal migration after the peak of the migration crisis in 2015–16. A sharp increase in the migration burden on the European Union (EU) during this period revealed systemic problems of political regulation of migration in the EU and provoked a confrontation of the interests of national and supranational actors. Despite the decline of migration flows from developing countries in Africa and Asia, the migration policy crisis has worsened over time. It is shown that the consistent position of Poland, coupled with the consolidation of the Visegrad Group, had a noticeable impact on the direction of migration policy reform. This study is based on the regulation acts of the EU, the new Migration and Asylum Pact, the diagnostic document of the Polish migration policy, and other programme documents that are positioned as the basis for the upcoming reforms. The results of the analysis of the provisions concerning the asylum policy and the control of illegal migration indicate that a compromise between national and supranational interests is emerging. The documents reviewed give priority to securitization and to reducing the risks of potential migration crises. The key mechanism for the implementation of the latter is the externalization of migration policy by creating a buffer zone in the Balkan countries, North Africa, and Turkey, which will be entrusted to coordinate migration flows and contain them in case of a crisis. Nevertheless, these measures will require not only a significant increase in financial costs, but also an even greater increase in the role of supranational actors, primarily Frontex and the European Union Agency for Asylum, by expanding their powers in EU members. For its part, Poland sees this as a challenge to national sovereignty, as well a risk to national and regional security. The confrontation of national and supranational interests carries risks for the much-needed reform of the aspects of migration policy under consideration and decreases the chances of successfully overcoming possible migration crisis

After the fall of the communist regime Albania turned from a closed country into a country of net emigration. The article examines the evolution of Albanian migration policy from 1990 to 2022. The purpose of the study is to identify the approaches to the regulation of international migration in the context of the integration of Albania into the EU. The research is based on the state and supranational sources in the field of migration: legislative and regulatory acts, strategies, action plans, international agreements. The period under consideration is divided into two almost equal parts in relation to the level of participation of Albania in the regulation of migration. The first period (until the mid-2000s) is characterized by a relatively passive stance, relying primarily on external forces which regulate migration from Albania, such as other countries of the region and the EU. With the adoption of the Strategy for Migration Management in 2005 Albania took a more active stance, focused, on the one hand, on comprehensive and multidirectional interaction with the Albanian diaspora and, on the other, on reducing emigration by creating new jobs. It is revealed that the measures taken to return the representatives of the diaspora to the country and reduce the emigration activity of the current inhabitants of Albania are not enough. The diaspora plays a significant role in the economy of Albania, however, it does not seek re-emigration. The effect of job creation was largely offset by the European migrant crisis.

The article analyzes the causes of spatial segregation of migrants from Africa in Sweden. The problem of segregation is most pervasive in Rinkeby – a district of the Swedish capital, whose population is more than half represented by migrants from Africa, primarily from Somalia. The segregation of Somalis in Rinkeby is caused by a complex of reasons: the inherited difficulties of the country’s housing system, the policy of multiculturalism in Swedish society carried out for decades, the socio-cultural characteristics of the Somalis themselves – the clan structure of their diaspora. The combination of a multicultural model of integration, which provides for the preservation and development of the cultural traditions of immigrant communities in Sweden, with the principles of the welfare state has actually led to the voluntary segregation of Somalis. Rinkeby is often referred to as “Little Mogadishu” and has acquired a dubious reputation as one of the most dangerous places to live in the country, which is caused by the marginalization and criminalization of the migrant population. The Swedish authorities are striving to implement programs aimed at improving the socio-economic indicators of districts such as Rinkeby through the elimination of the very mechanisms of segregation.
