Reducing volcanic risk on Fogo Volcano, Cape Verde, through a participatory approach: which outcome?

Abstract: Abstract. This research paper presents the outcomes of Work Package 5 (socio-economical vulnerability assessment and community-based disaster risk reduction) of the MIAVITA (MItigate and Assess risk from Volcanic Impact on Terrain and human Activities) research programme conducted on Fogo Volcano, Cape Verde. The study lasted for almost 3 years (May 2010 to January 2012), of which most of the time was spent in the village of Chã das Caldeiras, situated within the 9 km wide caldera of the volcano inside Fogo Na… Show more

“…The magma inside the tube then accumulated upslope inflating the lava field and eventually feeding Flow 3. The path of Flow 2 was dictated by the line of maximum steepness [57], but its expansion was probably favored also by the smooth surface of the paved road crossing the Cha Caldera from S to N, given that most of the road had been covered by lava, as already happened also during the 1995 eruption [39].…”

“…In the 1860s the first settlements were established within the Chã, likely because of the abundance of fertile volcanic soils. The three most recent eruptions (which occurred in 1951, 1995, and 2014-2015) took place within the Chã, where villages and agricultural lands were affected (GVP, 2013;Torres et al, 1997in Texier-Teixeira et al, 2014.…”

“…According to these examples, vents located at higher elevations tend to produce shorter lava flows. For Fogo Volcano, we use a geologic map as a base of information (Torres et al, 1997in TexierTeixeira et al, 2014. We also take into account an updated map published recently by Carracedo et al (2015).…”

“…Discussions like this can help in building the community's capacity to express their views as well as help increase their problem-solving capacities. There is already a growing recognition that to be successful, DRR efforts should encompass the knowledge and perspectives of local communities and citizens [35]. Platforms such as this allow an opportunity to directly hear from the community about their perception and concerns, which can further help the organization to guide them along the right path.…”
