“…Historically, unilateral trade liberalization was a predominant mode of tariff cuts among developing countries (World Bank 2004). Within Eurasia, Georgia reduced its average MFN-applied tariff rate down to a little over 1% through its own autonomous reform and established a liberal trade and investment regime conducive to private sector development (Takamiya 2019). Without full trade policy autonomy at the national level, it has become difficult for the EAEU members to follow such a development strategy.…”
