Internal migration research is paying increasing attention to the role in migration behaviour of having non‐resident family—family living outside of the household—living close by, and also to non‐migration and staying in general. Combining these two themes, this paper investigates the role of non‐resident family ties in rural staying for adults aged 31–64. Using a mixed methods analysis of survey and interview data from the Netherlands, Germany and Northern Ireland (UK), we examine if the presence of non‐resident family nearby relates to future intentions to stay in the rural region, and we explore the meanings of different family relations and how they relate to past and ongoing staying behaviours. Our findings reveal that living near non‐resident children and in‐laws increases the likelihood of the intention to stay in the rural region for the rest of one's lifetime. While the quantitative analyses suggest that the presence of parents in the area does not contribute to future staying intentions, the interviews revealed that parents' residential proximity was integral in the original staying decision. Non‐resident family members provide emotional and instrumental support, offer location‐specific structural opportunities, and provide a sense of security. Partly, family obligations also play a role in staying, yet not in the sense that rural stayers are ‘stuck in place’ because of family ties, but rather in an implicit way, intertwined with senses of belonging and attachment.

By presenting a range of outcomes which result from the impacts of a changing environment on human mobility patterns, the Foresight Report on Migration and Global Environmental Change emphasized that, whereas some people choose to stay in a specific location, others are simply unable to leave, leading to what the report termed “trapped populations”. Much understanding about both voluntary and involuntary immobility in the context of environmental or climatic change has been gained since. The IPCC's recent report on climate change impacts, vulnerabilities and adaptation further underlined that, in the decades ahead, some people will be unable or unwilling to move away from locations in which they may nevertheless be vulnerable to the impacts of climate change. What has received less attention is how climate immobility ought to be governed and which norms should underpin its governance. In this paper, we rely on select existing law and policy instruments and frameworks from Latin American and the Pacific Islands regions to outline key considerations of a governance structure suitable for (in)voluntary immobility. This will inform individuals, communities, and policy makers who seek to navigate through complex reasons and decisions for “staying put” or “getting stuck” in the face of climatic change. The analysis builds upon a review of published literature and, especially, existing policy and legal frameworks at national and regional levels. We argue that a more widespread, timely and proactive approach to policy and governance is required in support of resilience in the context of climate immobility.

Theoretical analyses of person–environment interaction describe complex models, addressing different levels of social systems, while models of the sense of community provide a base for transferring views of this interaction to the national level. This paper presents two studies that explored the structure of the sense of country and its relation to emigration plans and social identification. Study 1 involved 1,005 adults from Latvia. The Sense of Country Inventory (SOCI) included influence, perceived opportunities, belonging, and spatiotemporal commitment as the components of this sense. The bifactor model demonstrated the best fit and confirmed the general factor, integrating components of the sense of country, and specific factors, emphasizing its complexity. The validation demonstrated that the general sense of country is the main negative predictor of emigration plans. Study 2 included 247 participants who completed the SOCI and Identification With All Humanity Scale (IWAH). Correlating with national identification, the sense of country negatively predicted emigration plans that reflected the social identity continuity pathway. In turn, a negative relationship between the sense of country and global identification, which positively predicted emigration plans, revealed a social identity gain pathway. Together, the studies present the integrative nature of the sense of country and its links to emigration plans and national and global social identification.
