Rapid Disaster Data Dissemination and Vulnerability Assessment through Synthesis of a Web‐Based Extreme Event Viewer and Deep Learning

Abstract: Infrastructure vulnerability has drawn significant attention in recent years, partly because of the occurrence of low-probability and high-consequence disruptive events such as 2017 hurricanes Harvey, Irma, and Maria, 2011 Tuscaloosa and Joplin tornadoes, and 2015 Gorkha, Nepal, and 2017 Central Mexico earthquakes. Civil infrastructure systems support social welfare, thus viability and sustained operation is critical. A variety of frameworks, models, and tools exist for advancing infrastructure vulnerability r… Show more

“…In [18][19][20][21][22][23][24][25], the authors proposed various deployment schemes for disaster response to a building collapse, search and rescue, as well as a resource request through ad hoc networks. In [18], the authors proposed a novel approach, called Supporting Urban Preparedness and Emergency Response using Mobile Ad hoc Network (SUPER-MAN).…”

“…In [22], the authors proposed a state-of-the-art technique for collecting data and extracting information to avoid disaster-related injury and post-event damage. A database repository based on GIS, called Extreme Events Database Viewer (EEWV), is being developed to store spatial and temporal data that defines communities before and after disasters.…”

“…2 CyVerse 3 provides life scientists with powerful computational infrastructure to handle huge datasets and complex analyses, thus enabling data-driven discovery. The Extreme Events Web Viewer, at the University of Alabama, was created to store collected disaster data in a spatial, temporal, and publicly available format (Crawford et al 2018). The Digital Environment for Enabling Data-Driven Science (DEEDS) 4 is a full-service platform that provides end-to-end support to scientific and engineering communities everywhere in the fields of agriculture, electrical engineering, civil engineering, health and human services, and computer science (Catlin et al 2019).…”
