In the conditions of market economy all business entities, which can be viewed as socioeconomic systems (SES), must be competitive. This also applies to the regions in the country. From the regions competitiveness depends effective solving of a whole range of social problems: jobs, social welfare, crime, migration and etc., in turn country region's competitiveness depends on how it is adjusted its economic, social and ecological development. It's important because it could be that some of the development components are developing at other component's expenses. For example, economic development could be at social and ecological expenses. This would prevent the creation of the necessary living conditions not only today, but also for future generations. In order to survive, an SES must be constantly developing. During this development, both quantitative and the qualitative changes of the system parameters take place. The quantitative changes are reflected by the development dynamics, which encompass the equability and the intensity; while the qualitative changes are reflected by changes in the internal structure of the development process. For a system to be able to function in the long term, the quantitative development of its components must be mutually compatible. However, the existing measurements of SES development do not take this into account. The aim of the article is to propose and approve a methodology that would allow quantitatively evaluate the sustainability of the country regions development. For this purpose the multi-criteria evaluation methods are used. Based on the proposed methodology the sustainability of the country regions economic development is identified.

As a response to current global trends in the field of higher education and studies, the attitude has become prevalent in the European Commission and among member states of the European Union (EU) that major reforms are required to help European higher education successfully compete under the conditions of globalization and a knowledge-based economy. Studies focused on student personal success and citizenship education are inseparable from technological advancement and international mobility opportunities, the integration of top international teachers, collaborative studies with students from various countries, as well as other factors that can help prepare open, tolerant, creative and well-prepared graduates. The quality of research and education remains a priority in European higher education. University management must be based on community spirit, the autonomy of academic units, as well as on a results-oriented approach leading toward greater efficiency and financial stability. The aim of the present article is to examine the effects of management innovations in higher education using the case of Mykolas Romeris University, as this learning institution was one of the first in Lithuania to apply the modern study management methods. The research goal is to determine whether or not there is a difference between general higher education trends in Lithuania and the trends observed at MRU. Descriptive statistical methods were applied in the data analysis, with the relations of the data, the indexes as well as speed of change calculated. Strength among links is assessed using the Pearson correlation coefficient. The article analyses the use of modern innovation management methods that have helped the university survive in the difficult conditions of greater competition and reduced state funding.

An Assessment of Socio-Economic Systems’ Resilience to Economic Shocks: The Case of Lithuanian Regions

Various socio-economic systems (countries, regions, or cities) and their economies suffer different kinds of economic shocks. If the system is not resilient, its economy can incur losses. Only the systems whose economies are less vulnerable and/or are able to recover from the economic shock quite quickly are able to ensure economic sustainability, competitiveness, and welfare both now and in the future. The concepts of socio-economic systems’ resilience to economic shocks, vulnerability, and recovery, as well as the resilience assessment peculiarities, are all analyzed in this article. The methodology introduced for the assessment of a socio-economic system’s resilience to economic shocks consists of two parts: a model of a system’s resilience to the economic shock’s capacity-related factors (Resilio) and an index of a socio-economic system’s resilience to the economic shocks (Resindicis). The Resilio model could be used as a universal methodological framework for analyzing the resilience of socio-economic systems of different levels (countries, regions, or cities). The set of quantitative indicators compiling Resindicis should be adjusted to the specifics of each socio-economic system and the availability of statistical data. Empirically, the methodology was validated on the example of 10 Lithuanian regions (counties). The methodological principles for the assessment of a socio-economic system’s resilience are also provided. The main advantages and drawbacks of the methodology are discussed in order for further development and an increase in its practical application.
