El propósito de este trabajo es describir y analizar las medidas de desempeño utilizadas en la logística humanitaria. Basados en la importancia de medir el desempeño en los procesos de preparación y atención de desastres, así como en los aportes encontrados en la literatura, se concluye que las medidas de desempeño para estas operaciones pueden enmarcarse en dos objetivos principales: eficiencia y efectividad. No obstante, estos objetivos presentan diferentes prioridades de acuerdo con la fase del ciclo de la gestión de desastres, dado que, en las fases previas al desastre, los propósitos están más enfocados hacia la eficiencia operacional, mientras en las fases posteriores al desastre, los objetivos de efectividad cobran mayor importancia.

PurposeThe rising threat of tropical cyclones in Zimbabwe is of great importance in establishing the general sources of humanitarian supply chain risks and assessing their negative impact on relief operations. There is a scarcity of studies that collate such evidence toward enhanced humanitarian supply chains in Southern Africa. With this in mind, this study explored scattered evidence on supply chain risks in the delivery of humanitarian aid to victims of Cyclone Idai in Zimbabwe.Design/methodology/approachThis reflective study evaluates supply chain risks associated with Cyclone Idai humanitarian relief operations through qualitative in-depth interviews with relevant actors in the field. The data were triangulated with secondary information from associated publications, blogs and newspapers to reflect the truth about the phenomena under investigation.FindingsThe results show that Cyclone Idai disaster response operations were adversely affected by social, economic and political/governmental risk factors. In the same breath, poor or inadequate infrastructure and environmental factors were also contributing factors toward the futility of humanitarian relief operations.Practical implicationsThis study is significant as it endeavors to contribute toward humanitarian supply chain management, specifically in assisting humanitarian organizations with suggested strategies that would work toward making humanitarian relief supply chains more resilient. However, more research needs to be done toward optimized implementation strategies for the suggested framework.Originality/valueIt is to the best knowledge of these researchers that this is a unique study carried out to examine humanitarian supply chain risk factors in Cyclone Idai relief operations in Zimbabwe.

Goals: This study focuses on assessing disaster risks in a typical inmegacity in Latin America. The baseline focuses on the logistics characteristics of the last mile, the vulnerability of buildings and the mobility of pedestrians. Design / Methodology / Approach: A risk assessment procedure is developed using logistic metrics through a methodology that captures the most relevant urban information within a square kilometer, and two complementary methods that provide support to obtain metrics associated with the occurrence of disasters. Results: The results show that the majority of blocks in the analyzed area have levels of precautionary risk due to their high level of store density, structure’s vulnerability, pedestrian movement and freight flow. Limitations of the research: The main limitations for the data collection were the insecurity, the level of informality and the chaos presented in the studied area. Practical implications: The main findings allow decision makers to know the most vulnerable areas of the place and, thus, propose recommendations for public policies based on urban knowledge. In addition, the proposed method can be taken as a reference to be applied to other zones of similar characteristics. Originality / Value: This research develops a methodology that evaluates the risks and mitigates the impact on a specific unstudied commercial area, combining three existing methodologies to correctly asses risk on certain zones. This work is an extension of the work of Huivin et al. (2020); the added value is that it provides deeper literature reviewing that help decision-makers and researchers to know the actual state of the art.
