Quality control decision of government procurement of elderly care service based on multi‐index fusion of Pythagoras TOPSIS: Perspective of complex network

Abstract: In the face of quality problems in government procurement of elderly care services, mastering relationships between quality‐influencing factors and identifying key factors is beneficial for managers to make correct quality control decisions. From the complex networks' perspective, quality‐influencing factors of government purchasing elderly care services are obtained by case analysis, and the influencing factors' network topology is constructed. Importance indexes of nodes are determined with complex network t… Show more

“…Yuen et al ( 2020) established an improved model of logistics Service Supply chain (LSSC) to identify vulnerable nodes in the logistics service supply chain, which has a guiding role in improving the effectiveness of the logistics service supply chain [23]. Lu et al (2021) reveals the key factors influencing the quality of government procurement of elderly care services by constructing network topology [24]. Tancrez et al (2020) used the improved mixed integer programming model to design the express service network and proposed a scheme to minimize the transportation cost [25].…”

“…Chen ( 2000) studied TOPSIS in a fuzzy environment and proposed a linguistic decision process for solving multi-criteria problems. The TOPSIS-cloud model is a new computational method for solving interval decision information based on the cloud model, which combines the distance measurement algorithm of the cloud with TOPSIS to solve the problem of uncertainty and stochasticity of the information contained in evaluation schemes (Lu et al, 2022), and gives the method of determining positive and negative ideal clouds and the distance measurement formula of the cloud model, based on which the cloud TOPSIS method is proposed, and this method is applied to the problem of uncertainty and randomness in evaluation schemes. Uncertainty and stochasticity problems (Lu et al, 2022), the method of determining the positive and negative ideal clouds, and the distance measure formula of the cloud model are given, based on which the cloud TOPSIS method is proposed, and this method is applied to many fields such as engineering design, economic management, and military, and the main steps are specified as follows.…”

“…With the development of the domestic economy, the living standards of the population and the level of medical services have been substantially improved, coupled with the implementation of the onechild birth policy and the significant increase in life expectancy of the population, the growth rate of population aging has accelerated [1][2]. By the end of 2020, China's population aged 60 years and above has reached 260 million, and the acceleration of population aging and the increase in the oldage dependency ratio challenge the development of China's traditional elderly care service industry [3][4].…”
