‘Pushing the Boundaries’ versus Identifying the Boundaries: An Institutional Perspective on NPM Principles

Abstract: This paper considers the boundaries of new public management (NPM) principles in the context of the mandate for a commercial approach within a New Zealand state-owned enterprise (SOE).
