The relationship between managerial quality, administrative performance and citizens' trust in government and in public administration systems is a field of study that so far has not received adequate scholarly attention. This article explores some interrelationships between these variables and empirically tests between causality, if it exists, between performance and trust. Applying a technique of structural equation modelling (SEM) with LISREL 8.3 the study examined a sample of 345 Israeli citizens and compared three alternative models. The second model that showed a quality performance trust relationship fitted the data best. However, the third model also had some advantages worthy of elaboration. Thus, we concluded that administrative performance may be treated as a precondition to trust in governance rather than trust serving as the precondition to performance. The article ends with further discussion of the findings and their meaning in light of the democratic, bureaucratic and new public management theory.

O objetivo deste artigo foi o identificar o potencial do município de Araraquara para a promoção de vagas de estágio para o curso de Administração Pública da UNESP. Esta identificação foi guiada por quatro dimensões analíticas, que se entrelaçam e interferem diretamente na oferta de vagas para o estágio e na dinâmica de sua execução. Nota-se que esta avaliação foi embasada em pesquisas com dados secundários disponíveis na Fundação SEADE, no Relatório Anual de Informações Sociais, no IBGE, no portal do curso de Administração Pública da Universidade Estadual Paulista e no portal da prefeitura municipal de Araraquara. Constatou-se que o município apresenta elevado potencial para geração de vagas de estágio para o curso de Administração Pública no município. Contudo, apresenta uma competitividade, em termos de potencial para gerar vagas, maior que os outros municípios que ofertam cursos no “Campo de Públicas”. Nota-se que há, proporcionalmente, um número menor de organizações ativas, logo os estudantes concorrem em um número maior por uma possível vaga.

Research in public administration (PA) is preoccupied with questions of efficiency and effectiveness which are aimed at improving public sector performance. According to the new public management approach, addressing this prominent challenge must rely upon a comprehensive understanding of citizens'/clients' perceptions of public sector operation and the extent to which public organizations are aware of public needs. This paper suggests a theoretical grounding and empirical examination of the relationship between citizens' demands and PA's responsiveness. Participants in the study were 281 residents of a large Israeli city who reported their feelings, attitudes, and perceptions of local government activities in a variety of fields. Results indicate that perceptions of PA's responsiveness are affected by both policy and cultural factors (for example business or social orientation of the public authority, entrepreneurship and initiation of changes, ethics, organizational politics) and by the quality of the human resource system and of public servants (for example quality of leadership and management, quality of employees, general stress when contacting public officials). Implications of the study are discussed in light of the ongoing debate regarding the need for a more responsive and efficient new public management and the difficulties it faces in western societies.
