Public policies for rural education: Pronera, Procampo and Pronacampo

This study, resulting from research titled “Licensing Education in Countryside of the Federal University of Viçosa” is intended to characterize the first class egresses of the Licensing Education of the UFV (LICENA) as well as the evaluation made by them about the in-course training. These data, collected through the application of questionnaires and interviews revealed that the first class egresses of LICENA is composed by a diversity of countryside subjects, who maintain involvement in various activities in the rural environment, as well as how they integrate peasant social and union movements. In addition, regarding the course evaluation, according to the perspective of the egresses, it stands out that the course proposal still faces challenges, both in the training of countryside educators and in the professional insertion of these subjects in the area proposed by the course.

The Degree in Rural Education is part of the context of public education policies that are connected to rural social movements. However, in face of the advancement of neoliberalism with its recent ultra-conservative version, the operationalization of this course has encountered challenges that are found from the formulation of educational policies in a market perspective to the structures of the State that shape the execution of these policies. Thus, this article aims reflecting on the perspectives and dilemmas of graduation courses in Field Education in the context of advances of ultraconservatism and neoliberalism, based on a bibliographic study. In this sense, the concept of trainer of the Degree in Rural Education is taken as a reference, from the analysis of the relationship between the State, social movements and public policies, seeking to identify the challenges these courses face in the current context so as to carry out its conception. Our reflections lead to the conclusion that the Degree in Rural Education, as formulated by the rural education movement, is threatened in the context of ideological persecution, budget cuts and regulatory frameworks that contradict its prospects for training educators and they can only assert its existence as an action against hegemony.

This text presents the results from a study that aimed to map the existing Licentiate Degree Courses for Rural Education in the different Brazilian states, as well as comparing such offer to the existing rural population an obtain the demand per region and thus reflect upon the importance of providing opportunities for specific teacher formation for the rural. The research is characterized as a quantitative survey, whose data were obtained through document analysis. This data survey was carried out by means of consulting the e-Mec portal during the month of May 2018 and considered the registered and functioning courses in the base year of 2017. It identified 61 Licentiate Degree Courses for Rural Education in the country, 29 of which in the classroom attendance modality and 2 in the Distance Education (DE) modality. The Northeastern region offered the highest number of courses with a total of 8. In contrast, the Midwestern region has the lowest offering, accounting for only 4 courses. The country has a rural population of over 30 million, there are states with over 1 million inhabitants in the rural zone but no teaching institutions offering Licentiate Degree Courses for Rural Education. Although there has been an increase in the offering of such courses in the country when compared to previous studies, there is still a need for public policies aimed at providing opportunities of offering such specific training in such a way as to balance out and meet the demands by Brazilian regions and states.
