This article deals with cross-border cooperation analysed in terms of cooperation that takes place between organisations in particular societal institutions and in a cross-border context. The concept on which this study is based is path dependence understood in terms of its function in explaining the creation of institutions in societal life. The aim of this article was to determine the sustainability of trans-border partnerships initiated within the framework of the PHARE CBC Programme in Poland. Three major rules governing the system of cooperation in border regions in Poland have been identified in the course of this analysis: the dependence of the activities of organisations cooperating in border regions on external financing; a lack of cross-border organisations recognised as border-region hosts whose position would entitle them to make key decisions concerning the whole area under research; and the significance of the border-region and attractive neighbour locational rent for territorial cooperation.

The only exception is in the Těšín/Cieszyn Silesia Euroregion, given the Polish minority on the Czech side and use of a similar dialect on the both sides of the border [56]. This underlines that in the Těšín/Cieszyn Silesia region we can observe a moderate level of cross-border workflow: Polish miners in the Karviná district and workers in the Třinec steelworks.…”

The Czech–Polish border is almost 800 kilometres long. Since 1991, 6 Euroregions and two European Groupings of Territorial Co-operation (EGTC) were created and have been conducting cross-border cooperation (CBC) along the entire length of the border. This was probably also the institutionalisation of cross-border co-operation, what has helped to reach and maintain a high level of mutual Czech–Polish relations. What can therefore be considered striking or surprising is a rather low level of cross-border labor mobility between the labor forces of both countries. Authors therefore attempted to identify projects and initiatives in the field of the cross-border labor market along the entire border. Research showed that the CBC stakeholders don’t prioritise co-operation in the field of the labor market, as they don’t see any real cross-border demand. There are some exceptions, driven mainly by the automotive and mining industries in Czechia attracting a Polish workforce. The main reason for the relatively low level of Czech–Polish cross-border co-operation in the field of the labor market is an absence of a major economic engine on either side of the border, rather than any kind of hostile or re-bordering sentiments in mutual relations between subjects from both countries.

The coronavirus disease 2019 (COVID-19) pandemic has once again brought borders to the center of attention, as journalists, authorities, and scholars have grappled with the pandemic. The coronavirus outbreak, which began in late 2019 and early 2020 has caused tremendous personal, economic, and social upheaval. As many states decided to pursue the national interests and to close their borders to prevent the spread of the virus, this decision had major consequences for residents in border regions, for whom border crossing is an everyday practice. The article aims at exploring the discourse on the rebordering experience as constructed by local authorities and residents of two twin towns, one on the Polish-Czech (Cieszyn-Český Těšín) and one on the Polish-German (Słubice-Frankfurt/Oder) border. By applying a Discursive Historical Approach, we identified four main discursive strands which deployed diverse imaginaries.
