Public administration and politics meet turbulence: The search for robust governance responses

Abstract: Public governance has always been challenged by turbulence, defined as "situations where events, demands, and support interact and change in highly variable, inconsistent, unexpected or unpredictable ways" (Ansell & Trondal, 2017, p. 1). Social conflicts, economic recession, war, and political leadership contests create turmoil and chaos to which governments aim to respond with a mixture of repression, concession, reform, and regime change to maintain or restore some form of social, economic, and political o… Show more

“…At the beginning of the twenty‐first century, faced with the lack of trust in governments caused by the new public management reforms and some political crises, the new public governance approach (Osborne, 2006) proposed the involvement of citizens, civil associations, the private sector, and other stakeholders, through the creation of collaborative networks, for the development, implementation, and monitoring of public policies (Klijn, 2008). The more participants involved, the greater the complexity and efforts needed to ensure that all voices are heard.…”

“…Interestingly, the research of the field succeeds here. Wonderful pieces of research have been published on emergency management and governing in turbulent times (see Ahmadu, Nukpezah, French, & Menifield, 2023; Ansell, Sorensen, & Torfing, 2023; Capano & Toth, 2023). Public Administration Review is now in the concluding phase of a symposium on crisis and emergency management that is slated to appear in our next issue.…”

“…Traditional forms of governance have been recognized as less adequate under these new circumstances, due to their formalistic, exclusive, and highly structured nature. Nonetheless, stable public governance, particularly in times of turbulence, have recently been gaining traction in modern public administration (Ansell et al, 2022; Trondal, 2022). The focus of administrative practice has moved towards less hierarchical and more decentralized forms of public governance (Elliott et al, 2022).…”
