Resumo Este artigo é resultado de uma pesquisa qualitativa realizada por meio de análise conceitual com vistas a elaborar um modelo para gestão de dados bibliográficos e de licenciamento de livros digitais contratados junto a fornecedores utilizando a tecnologia da Web Semântica. Foram identificadas algumas dificuldades relatadas por bibliotecas na gestão dos livros licenciados, como a qualidade dos metadados, aspectos do desenvolvimento de uma coleção, gestão dos livros licenciados e a geração de indicadores. No aspecto da Web Semântica, foram estudados o Linked Data, o Linked Open Data e o Linked Enterprise Data, visando a troca de dados abertos e fechados. Como resultado da pesquisa foi possível estruturar um modelo onde dados bibliográficos podem ser trocados abertamente entre bibliotecas e fornecedores, e metadados de licenciamento são trocados somente entre as partes envolvidas. Com o modelo, os fornecedores podem disponibilizar datasets com dados bibliográficos e de licenciamento, favorecendo a atualização dos pacotes contratados e o processo de licenciamento como um todo. A biblioteca pode contribuir com a qualidade dos registros bibliográficos dos fornecedores, além de reduzir os ajustes nos dados do catálogo e de licenciamento, mantendo as estatísticas de utilização dos livros contratados. A aplicação desse modelo, além de confirmar sua possibilidade de uso, permite maior visibilidade e alcance aos catálogos das bibliotecas a partir do momento em que elas podem estruturar e publicar seus registros de acordo com as boas práticas para publicação de dados na web, posicionando as bibliotecas como provedoras de dados confiáveis e contribuindo com a web dos dados.

The merging of two departments into the Acquisitions and Collection Development Department afforded Loyola Marymount University an opportunity to rethink existing workflows, with the acquisition of electronic books (e-books) being identified as a critical task to review. Process mapping was used to show the complexity of different tasks being performed in the department and to provide a visualization mechanism for staff to see how their work fit into a sequence of actions as part of a larger workflow. The authors listed the types of acquisition models used at their library for e-books and constructed process maps for the following six major types: 1. Firm order e-books; 2. Firm order e-book collections; 3. Approval order e-books; 4. Demand-driven e-books; 5. Standing order e-books, and; 6. Subscription e-book database. The authors merged the individual process maps into a single visualization to view the entirety of the acquisition process as a whole and to show how the different e-book acquisition models relate and diverge from one another.

Public procurement legislation and the acquisition of library materials in academic libraries in Malawi

Purpose -The purpose of this paper was to examine the challenges and opportunities the new public procurement legislation has created for academic librarians as regards the acquisition of library materials in academic libraries (university/college libraries) in Malawi. Design/methodology/approach -The study used a multi-method approach. Quantitative data were collected through questionnaires. The questionnaires were sent online to the university/college libraries of seven major accredited public universities in Malawi. After an initial analysis of that data, qualitative data on patterns were obtained through a mailing listserve with all the possible 19 librarians. Responses were analysed and categorised using a thematic approach. Findings -Academic libraries (university/college libraries) are involved in the internal procurement committees. Librarians are represented in internal procurement committees, though their representation differs from one institution to another. All the academic libraries (university/college libraries) either use the centralised or independent procurement methods. As a result, the public university libraries deal with agents as independents. Working as independents has negatively affected the libraries, as materials are procured at different prices and sometimes at higher prices, thereby ignoring the value for money. Research limitations/implications -In academic libraries, the library consortia have pulled resources towards a basket fund for wide access and cheaper licensing. However, for print library materials, a collaborative procurement process in which the academic libraries identify an agent capable of achieving a supplier list and then purchase directly from the preferred suppliers seems not to have been tried in the most developing countries. Practical implications -The study suggests that academic libraries (university/college libraries) should emulate the library consortia approach when dealing with agents. The academic libraries should consider collaborative procurement models as a means of procuring library materials. Originality/value -Since the enactment of the public procurement legislation in Malawi, no research has been documented on the challenges and opportunities the public procurement act and the acquisition of library materials. This research seeks to bridge the literature gap.
