Prospects for partnership among African cities

Abstract: Partnership has become so hackneyed a term that the question may be legitimately asked whether it is a fruitful concept or a mere slogan. Whatever the case, it corresponds to a threefold need: to link different but complementary sectors; to rethink cooperation from a different perspective; and to democratise relations between those involved in development.
