Strategies for Promoting Green Building Technologies Adoption in the Construction Industry—An International Study

Abstract:Because green building technologies (GBTs) adoption is a promising way of ameliorating the sustainability performance of buildings, GBTs are receiving increased interest in the global construction community. The barriers to the adoption of GBTs, such as higher cost and lack of awareness, further indicate that proper strategies need to be devised for promoting the wider adoption of GBTs in buildings development. However, there exist limited empirical studies identifying the strategies for promoting GBTs adoption in the construction industry. This study aims to identify the strategies that are important for promoting GBTs adoption in construction. After a comprehensive literature review to identify strategies for the promotion of GBTs adoption, empirical data were gleaned through a questionnaire survey with 104 green building experts around the world. The analysis results validated the importance of all of the 12 promotion strategies used for the study. Green building experts from different countries and with different backgrounds had significant agreement on the relative importance ranking of the promotion strategies. Furthermore, "financial and further market-based incentives for GBTs adopters", "availability of better information on cost and benefits of GBTs", "mandatory governmental policies and regulations", and "green rating and labeling" were identified as the top four important promotion strategies. The research findings provide a valuable reference to assist practitioners and policy makers in developing practical strategies for promoting GBTs adoption to eventually achieve the sustainable development of buildings. From the perspective of international experts, this study adds to the green building literature by offering empirical evidence of the important strategies for promoting GBTs adoption in the construction industry. Future research will investigate the interrelationships among the promotion strategies and their impacts on the GBTs adoption process.

Motivators for Green Buildings: A Review

Motivators can be defined as specific catalysts that drive people to act in a certain way. These motivators are important for promoting green buildings and have a clear impact on decision-makers to adopt and implement the green building concept in architectural practice. This paper presents a comprehensive literature review to identify the important motivators for the adoption of green buildings among the stakeholders of the construction industry, the categorization and efficiency of green building motivators, and also the strategies for green building motivators.By reviewing 32 relevant studies conducted in different countries from 2008 to 2017, a total of 26 factors were identified as the main motivators to promote green buildings. These green building motivators were categorized into environmental, economic, and social motivators. With regard to efficiency, it was found that all green building motivators, whether environmental, economic or social are important for promoting green buildings and to determine a priority among these categories was not possible. The strategies for the adoption of green building motivators were also found. It is notable that the government has the greatest role to motivate stakeholders to adopt and implement the green building concept.The literature review of this study has a wide scope, covering most of the countries in the world, including developed and developing countries from the West to East. Hence, unlike most studies on the main issue of this paper that focus on a specific country or region, this in-depth research led to the development of a list of motivators for green buildings, derived from an extensive range of nations, which vary from environmental, economic, and social ISSN 2164-7682 2018 http://emsd.macrothink.org 138 aspects. The Paris Agreement goals require net-zero CO 2 emissions by mid-century. The European Commission in its recent proposal for climate and energy strategy for 2050 indicated the need for more intensified actions to substantially improve the energy performances of buildings. With the rate of new construction in Europe, the challenge is to increase both the pace and depth of building energy renovations. Several barriers inhibit the wide uptake of comprehensive energy renovations, including the inability or inertia to finance upfront costs of energy renovations. Despite various policies implemented to address some of these barriers, current investments in buildings remain at suboptimal levels. The paper reviews current financing practices for energy renovations and investigates some innovative instruments with a special focus on their applicability to residential buildings. In addition to "traditional" financial schemes such as subsidies, tax incentives, and loans, the paper assesses innovative financing schemes: On property tax and on-bill financing, energy efficiency mortgages, and energy efficiency feed-in tariffs. The paper also investigates the concept of one-stop shops for building renovations and crowdfunding. The paper offers an assessment of the characteristics, benefits, and challenges of each analyzed financing instrument and provides policy recommendations for their successful implementation. In general, as financing instruments involve different stakeholders and due to complex nature of the sector, there is no single solution to accelerate energy renovation investment in buildings. The emerging financial models offer the potential to address the long-standing barriers to investment in energy efficiency.
