Promoting renewable electricity generation in emerging economies

Abstract: China, India, and South Africa have recognized the importance of renewable electricity for their future development. In this paper, we investigate the experience of the three countries in applying generation-based policies to promote renewable electricity. In contrast to the European experience, which proposes feed-in tariffs as the most successful policy to promote renewable electricity generation, emerging economies show strong interest in little acknowledged auction-based tariffs. We explore how and why dif… Show more

“…Although auctions eliminate such issues, they can come with significant administrative costs and reduce the levels of small-scale generation and private sector engagement that FiTs have been effective at stimulating. Such considerations have made the debate on optimal policy for various contexts a topic of significant discussion [20].…”

“…Second, most of these studies e e.g. Maurer and Barroso [28] and IRENA [19] e examined auctions in developing countries other than India; only a few e Becker and Fischer [2] and Kylili and Fokaides [24] e examined renewable energy auctions in India, but they not only limited their scope to the national auctions but also did not examine deployment effectiveness. Finally, many studies e e.g., IEA [18] and Santana [40]; e discussed merits of auctions, but did not examine individual auctions in detail.…”

“…On the one hand, the city administration depends on electricity sales revenues, in particular from middle-and highincome households, for expanding electricity access and providing subsidized electricity to indigent households. On the other hand, as described by Becker and Fischer (2013), South Africa also identifies development of renewable energies as important. Rapid growth of residential PV would be in line with aims of decreasing CO 2 emissions and increasing the share of renewable energies (Msimanga and Sebitosi, 2014;Winkler, 2007;Winkler et al, 2011).…”
