The above guidelines should not be construed as limiting the prerogative of the Policy and Planning Board to prepare pro and con statements on Bylaws amendments, in accordance with Guideline 3 (identification of authors of statements). J, In response to a suggestion that the Board of Directors prepare or cause to be prepared "clean campaign" guidelines for political campaign activity with respect to APA elections, the Board, at its December 1974 meeting, voted to refer the issue to the Policy and Planning (P&P) Board, with a request for a report back to the Board of Directors as soon as possible after the next meeting of the P&P Board.K. At its January 197S meeting, the Board of Directors considered a proposal that the call for nominations for President-elect accompany dues statements and that a business reply envelope accompany the APA election ballot. The Board voted to recommend to Council that these proposals not be approved, on the grounds that there is no real evidence that member participation would be increased, that calling for nominations almost two years in advance of when the person would take office is not reasonable, that there would be deadline difficulties, and, for the reply envelope, that there would be too great an expense in view of APA's financial difficulties. At the January 1975 meeting of Council, the motion was withdrawn by the maker.L. At its January 1975 meeting, Council approved the following recommendation, stemming from a similar one submitted by Division 35 (Psychology of Women): that the APA Central Office make available to the members of APA a yearly summary of the numbers of men, women, and minority groups (as defined by the U.S. Government and required on EEO-1 reports) who were nominated, and the numbers of men, women, and minority groups who were elected and/or appointed to all APA boards and committees.In addition, Council requested that the members of the Council of Editors include routinely in their annual reports a summary of the men, women, and minority groups serving as editors, associate editors, consulting editors, and reviewers. Further, Council requested that the numbers of men, women, and minority groups who leave any of these positions also be made available. A Council member pointed out that the category of white men should be included in the data provided. The EEO-1 minority groups are Blacks, Spanish surnames, American Indians, Orientals, and Other.M.
