The article substantiates the need to apply training and retraining programs for personnel for permanent work in the Arctic using digital technologies, namely VR / AR / MR technologies. The geopolitical features of the Arctic zone, difficult climatic conditions do not allow directly practicing the development of professional competencies and, therefore, require the introduction of a multi-stage system of personnel training using technologies of approximate reality. Such requirements for the personnel training system predetermine the need to search for relevant digital technologies that can create conditions that are as close as possible to the conditions of professional activity in hard-to-reach Arctic regions. When forming a personnel training / retraining system for oil and gas enterprises, in addition to the specified specific working conditions, it is also necessary to take into account the sectoral features of oil and gas enterprises, which also forms a number of functional requirements for the selection of relevant digital tools, the main of which for personnel training can be considered immersive technologies. Based on the above, the paper analyzes the use of immersive technologies by oil and gas enterprises, a comparative analysis of the directions of using immersive technologies in personnel training at oil and gas enterprises, identifies the positive and negative aspects of using VR / MR / AR technologies.

SMEs have irreplaceable task not only in macroeconomic in area of working posts creation, contribution to the flexibility of market mechanism or its contribution to the value added creation, but they are profitable also at the micro-economic level. The goal of the contribution is to search position and development of such enterprises in the frame of chosen European countries and how they contribute to economic growth and competitive environment. During the analysis we considered SME Policy Index. Overall position and development had been analyzed by chosen indexes, mainly index of economic freedom, global competition index, doing business index and corruption perception index. The results speak about increasing trend of SMEs in EU, creating employment possibilities, with limitation of barriers to make business in individual countries.

The article analyzes the relationship of the circumpolar countries in the framework of the sustainable development concept. The hypothesis of the interdependence of the development of circumpolar countries is considered. Interdependence in the development of the Arctic territories of the circumpolar countries has two conditions. The first condition means that it is obligatory to coordinate the policies of the circumpolar countries, aimed at developing the links between the circumpolar countries. The second condition means that income growth in the Arctic territory in one country stimulates income growth in the Arctic territory of the other countries. Foreign trade turnover is adopted as an indicator for assessing the volume and dynamics of trade cooperation among the countries. External debt and the volume of foreign direct investment in the circumpolar countries are adopted as indicators for the analysis of investment interaction and credit-and-financial interaction of the countries. The analysis of interaction in the field of ecology and environmental management was based on the study of the treaties regulating the issues of international interaction and legal regulation of ensuring the environmental safety of the Arctic region. The analysis of the cooperation among the countries does not demonstrate interdependence in the development of the Arctic territories of the circumpolar countries. The cooperation among the circumpolar countries exists, but the hypothesis of interdependence in the development is rejected.
