International environmental law is the basic charter for dealing with international environmental issues, and it plays an important role in international environmental governance. In recent years, China’s economy has achieved great development, but environmental problems are also very prominent. International environmental law provides a basic reference for China’s environmental governance, but it also brings challenges to the development of China’s environmental productivity to a certain extent. At the same time, due to the unique dominant position of international environmental law, it has played a certain restrictive role in the development of China’s environmental productivity. Based on this, in order to promote the sustainable development of China’s economy, this paper took China’s industrial and agricultural development as the research object. This paper has conducted research on China’s industrial and agricultural environmental productivity, aiming to explore the role of international environmental law in China’s environmental productivity. The article first analyzed the limitation of international environmental law on China’s environmental productivity, and then on this basis, the article conducted a numerical simulation of China’s industrial and agricultural environmental productivity. Finally, starting from the actual development situation, the paper aimed to find out the numerical deviation of China’s environmental productivity changes through quantitative analysis. In the course of the research on environmental productivity development, the article found a strong correlation between environmental productivity and international environmental law in China. The correlation between environmental productivity and international environmental law reaches 59.93% in South China and 61.02% in North China. Also, after a series of comparative analyses, the article finds that changes in climate characteristics can exacerbate the regulation of China by international environmental law and seriously affect China’s economic development. In this case, China’s economy declined by 2.6% year-on-year, which further pushed China to practice sustainable development strategies. This shows that it is essential to study the relationship between international environmental law and China’s environmental productivity.

This study evaluates the quality of local government public services in fire disaster management. Using a descriptive qualitative approach, this study focuses on interviews, observation, and documentation techniques for data analysis. The results identified a shortage of firefighting equipment and a significant reliance on the sub-district as the primary coordinator with the DPKPB. Despite rapid response efforts from the subdistrict government, more public education on fire prevention and handling still needs to be done. The main challenges are inhibiting factors such as natural conditions, lack of public awareness, and lack of infrastructure. This research suggests improved equipment provision, more effective community outreach, infrastructure development, and coordination between agencies and communities to quickly and efficiently respond to fire emergencies.

Fire is a natural disaster that usually occurs during dry season in both developed and developing countries. Best visualization of fire information is a map, because map is easy to use, and has a strong visual impression. Maps can also be used as a medium to deliver fire mitigation instruction. Fire data can be seen from hotspots data recorded using S-NPP VIIRS satellite imagery. Hotspot data from satellite imagery processed in Arc GIS to compose Fire Level Maps which is then used as fire disaster management reference. Based on this, it is necessary to conduct a study which purposively can map a fire level from S-NPP VIIRS satellite imagery hotspot data so it can used as disaster management reference. So this study entitled as Mapping of Fire Levels using S-NPP VIIRS as a Disaster Management Reference. This research is classified as quantitative descriptive research. Population and samples of the research are all hotspots recorded by S-NPP VIIRS satellite imagery in Banjarbaru City covering Banjarbaru Utara, Landasan Ulin, Cempaka, Banjarbaru Selatan and Lianganggang Subdistrict from 2012-2022. Monthly hotspot data is used in this research and are based on high, medium and low confidence levels. Hotspot data recorded from satellite imagery is processed using geographic information systems and remote sensing technology. The results show the number of hotspots recorded from S-NPP VIIRS Satellite Imagery from 2012-2022 in Banjarbaru City was 2.900 hotspot. The highest number of hotspots was in Linganggang (1429 hotspot) followed by Landasan Ulin (1.165 hotspot) and the least in Banjarbaru Selatan (14 hotspot). Most hotspots are found in dry months; August (307 hotspot), September (1.370 hotspot), October (1.053 hotspot) and November (128 hotspot). The number of hotspots based on the medium level of confidence is mostly found in Banjarbaru City (2.560 hotspot). High number of high and medium confidence hotspots data resulting into higher fire risk. Result from hotspot data processing is a Fire Level Map which can be used as a basis for disaster management so that the negative impact of fires can be minimized.
