It is a major problem for visually impaired people to access to information readily. Although, there are a plenty of written sources, the number of recorded sources are limited. So how can we make visually impaired to use online educational material? In this study, it is aimed to develop a distance education portal that makes educational materials and sources easily accessible to visually impaired. It enables an easy access to a variety of education packages with different contents and durations. The distance education portal developed in this study is coded in PHP, and MySQL is used for the database. JAWS is used as the screen reading software. HTML pages are coded using HTML5 and CSS3 technologies, and are designed to be compatible with JAWS. Distance education portal for visual impaired is designed using new tools, and successful results are obtained with help of JAWS screen reading software. The portal will provide the visually impaired with many dynamic and interactive educational opportunities. Therefore, it would be reasonable to use the portal to offer all or part of any special or vocational education in varying content.

RESUMOEste estudo tem como objetivo identificar as contribuições de um curso de formação continuada a distância, que aborda os conselhos escolares e a gestão democrática, para atuação profissional de seus egressos. As características do processo de formação proposto, que inclui a investigação e o levantamento de dados para elaboração de um plano de ação bem como o envolvimento de diferentes instituições e atores sociais, permite estabelecer aproximações com a abordagem Pesquisa e Inovação Responsáveis. A pesquisa realizou-se por meio de um levantamento de campo com abordagem quantitativa e qualitativa, por meio da aplicação de um questionário, o que resultou na análise das respostas de 1113 participantes. Os resultados evidenciaram que as contribuições do curso foram muitas, sobretudo na aquisição e/ou ampliação de conhecimentos teóricos e práticos, seguida pela sensibilização e motivação sobre a importância dos Conselhos Escolares e da gestão democrática da educação. Assim, conclui-se que a valorização da atuação profissional no processo de formação, pelo levantamento de informações e planejamento de ações, repercutiu sobre o contexto social, valorizando ações que privilegiam a gestão democrática para melhoria da qualidade da educação. The characteristics of the proposed formation process, which includes research and data collection to elaborate a plan of action, as well as the involvement of different institutions and social actors, allows us to establish approximations with the approach Responsible Research and Innovation. The research was carried out through a field survey with a quantitative and qualitative approach, through the application of a questionnaire, which resulted in the analysis of the responses of 1113 participants. The results evidenced that the contributions of the course were many, mainly in the acquisition and / or amplification of theoretical and practical knowledge, followed by the sensitization and motivation on the importance of the School Councils and the democratic management of education. In a constructivist world of teaching and learning, opportunities to acquire and develop the knowledge and practical skills necessary to design, establish, and deploy blended learning in vocational education and training (VET) programs delivery is a labour-market-driven. The paper examines VET educator"s pleas about the need for the design, adoption and deployment of blended learning in VET programs delivery in Tanzania. A single case study design with an in-depth interview and focus group discussion was conducted with 15 VET educators in three VET colleges in both Morogoro and Dar es Salaam regions. Snowball and purposive sampling were used to obtain sample respondents. For the data analysis, content analysis was employed to condense data obtained from interviews and focus group discussion. It was found that continuous professional development, institutional arrangements, and support should be provided online to facilitate the design, adoption and use of blended learning in VET. We recommend that locally designed blended learning should be relevant to the environment of both students and teachers. In reality, the interplay between blended learning, imparting knowledge and practical skills remain the key focus of future research.
