“…Hence, the acquisition of time commitment knowledge comprises a key element in a trainees' subsequent decision to remain with their training firm or seek employment and pursue a career elsewhere (Anderson-Gough et al , 2005); thereby, the utilization of alternative work arrangements is still regarded in a negative light for career progression as flexible working practices are in conflict with the societally constructed professional norms of client service and visible long hours (Cooper and Robson, 2006; Kornberger et al , 2010; Gammie and Whiting, 2013). Thus, it is not sufficient to merely introduce flexible working initiatives unless the culture within the organization is simultaneously altered in order that it is truly acceptable to promptly take advantage of such company programs (Johnson et al , 2008; Zarei et al , 2020c; Zarei et al , 2020a, b). Whilst such policies may exist, women who take career breaks and engage in flexible working practices are likely to incur a mismatch with the values and norms of the organization and consequently compromise their career progression (Almer et al , 2003; Frank and Lowe, 2003), while there is now mechanisms that block their career advancement (Siboni et al , 2016).…”

“…Overall, the current paper aims to emphasize the practical relevance of investigation within gender-related affairs in accounting. We reasonably believe that academic researchers are supposed to make further investigations in this arena and criticize any unfairness towards females, especially in the accounting profession, because females are still systematically eliminated from higher levels of organizations within financial sections in emerging economies and even if they attain the senior position, are oftentimes compensated lighter than men in the equivalent position; for example, in the section of auditing or foreign direct investment (Zarei et al , 2020a, b; Siboni et al , 2016; Uddin et al , 2019). Also, the salary and benefits are the least important issue affecting their career vision and opinion to change the employer.…”

“…Regarding the link between culture and accounting, it has long been remarked in the literature that national accounting systems are shaped by the national environment, which includes culture. Within the accounting and management fields, researchers have attempted to use culture to explain country differences in accounting, management and budgeting (e.g., Li and Harrison, 2008;Cieslewicz, 2014, Rodríguez Bolívar et al, 2015Degravel et al, 2016;Graham and Sathye, 2017;Ax and Greve;Ameen et al, 2018;Dahmarde, Ghaleno and Zarei, 2018;Kwarteng and Aveh, 2018;Denning, 2020;El-Helaly et al, 2020;Zarei et al, 2020). It therefore follows that national culture will directly influence accounting and budgeting (Cieslewicz, 2014).…”

“…The paper thus attempts to provide a suitable route for optimal budgeting and management regarding the cultural environment in a given nation; since budgeting and management are characterised by more flexibility against changes rather than national culture (Qi and Mensah, 2011;Hofstede, 1993;Widodo et al, 2020). Budgeting represents financial plans which specify how public resources are supposed to be used to meet public policy goals (OECD, 2006) and management refers to the art of managing how tasks like budgeting are carried out by others (Graham, 1995;Malmi et al, 2020); for instance, high profitability indicates good performance management (Zarei et al, 2020). Given the importance of public welfare and guiding others to achieve that, it is crucial to identify the factors that contribute to effective budgeting and management in the public sector.…”

The linkage between accounting systems, strong governance and accountability has been established by both Allen (2002) and Matheson (2002) across nations.…”
